Hello everyone. I'm meteorologist Mike Mays in the WRL severe weather center with our forecast update for this Thursday night. We see a tropical storm brewing south of North Carolina. It will bring cloud cover tonight. When you step out in the morning, we expect a cloudy start a dry start but grab the umbrella because later on in the afternoon, we will see rain scoot in from the coast. There'll be these rain bands that move from east to west 63 by 8 a.m. Tomorrow's high will be reduced from the 84 we had today probably mid or upper seventies tomorrow because cloud cover, there's a 20% chance for some light rain for the morning commute heading off to school 68 by 10 a.m. and hour by hour. It will likely be windy tomorrow. Winds gusting later in the afternoon, 30 to 35 MPH. Rainfall potential will increase as the day goes on 70% chance for the evening commute tomorrow night, about a 90 to 100%. I believe everybody will get wet from this system. So what we're watching is tropical storm Ophelia brewing. In fact, the model suggests that it will become that by 11 o'clock tonight, all of that rain will rotate into North Carolina and between that storm and area of high pressure to the north, the wind Grady will be rather strong tomorrow and remain consistent as that storm moves on in. So here are the tropical model plots. The latest ones we have plus the hurricane center forecast track and notice how there's a cluster of models that suggests the track would be farther to the west. When we see the new update come out later on tonight and tomorrow morning, we're going to see if that track shifts farther to the west. If that's the case, some of the heavier rain at the coast may be farther to the west and some of the stronger winds may be farther to the west as well. So keep that in mind, this forecast is still variable. It's still changing as of right now. Tropical storm warning everywhere where you see the blue wind gusts 39 to 65. I think those 65 mile per hour gusts would be more confined to where it makes landfall. Morehead city, New Bern up to Plymouth and points northward. So if you have interest in that area, if you're actually watching us from that area, you hunker down, there's also a severe risk where that line is, that's the track and anywhere along and east of that track, there could be isolated tornadoes that level two threat that yellow area is the highlighted area that would have the greatest threat. Talking about Atlantic Beach Salter Path, Cape Lookout, Cedar Point, getting over to New Bern, getting farther north north up to Lake Madam Mesquite and Mano farther inland where you see the green, it's a level one threat, not likely to have tornadoes in our viewing area, but we're going to be watching out for them nonetheless, rainfall potential quite a bit, especially in our eastern counties. 2 to 3. But all it takes is a little shift to the east or west to have different amounts than we're showing here and here, our current wind gusts potential 35 to 40 long at east of I 95 around 35. Here in the triangle, we'll be aware of that and watching for that throughout the afternoon and tomorrow night and into Saturday morning. So for Friday afternoon, the rain starts to move on in highs tomorrow in the seventies, it will be a windy day. Saturday, most of the rain would occur in the morning. It will be windy, it will be chilly. 65. The high. Yeah, it'll feel kind of cool. You might want to keep a jacket handy if you're out and about. And then on Sunday, mostly cloudy skies, it should be dry highs in the low to mid seventies. Monday, we're back into the eighties. So tomorrow from seven o'clock in the evening till Saturday at three o'clock in the afternoon under wr weather alert day for conditions that could cause some flooding, severe risk. Well to our east and very heavy rainfall and strong gusty winds. And I would not be surprised if there were some power outages. It's a low potential to lose power, but I would not be surprised to make you have, make sure you have your devices charged uh before you go to bed tomorrow night, 75 Sunday, 83 Monday, next week. As of right now, just tiny chances for rain. That's our forecast update. Have a great night. Take care.

I have instilled the values and principles in them and guided them through their life. Thank them for being in my family and supporting me. Thank you to all my friends and family who have always had my back and prayed for me every day. I want to express my gratitude to my NC North Carolina Central University Family Chancellor Johnson O A who always emphasized the importance of leading. By example, I would like to thank the Board of Trustees and UN C system. I would also like to express my gratitude for my department chair, Doctor Belinda Creighton, my colleagues and my faculty in the social work department and the students who have supported me. They have, they are the reason why I have dedicated my life to fighting for social and economic justice. I also want to thank my dean at Walden University. Doctor Moon who has never wavered in my innocence. I am grateful to be able to work for Walden for eight years after I received my doctorate in education and leadership to my pastor, Doctor Jay Augustine and the Saint Joseph family for providing, providing the spiritual guidance for me. I would like to extend my heartful appreciation to the residents of Durham from all diverse backgrounds who sent me letters emails during the longest seven months of my life, your encouragement and your support meant the world to me. And it gave me the strength to keep going to the community who recognized my leadership and grace during this challenging period. I am grateful and I acknowledge you wholeheartedly at this press conference, I will be discussing the SB I report which clears me of all false and damaging allegations made against me. On March 23rd, 2023 work session. The allegations were based on conversations between the local developer, Jared Eden and Sara Young director of as someone who has been both licensed in social work for over 30 years and a professor, my ethical character has never been questioned at all until Jared Eden's refusal to cooperate with the FBI and the FBI as someone who really cares for Durm. My sole aim has always been to serve the wonderful people of Durham. This experience has enforced my determination, my un waving passion for service and for love for the city and the eagerness to contribute to the city in a positive manner will never go unchanged throughout my involvement in my ongoing efforts to address Dern's challenges and opportunities. My diving and driving force has always been to make Durm a better place to live, to work and to raise families these allegations against me, lacked any foundation only diverted attention from my true objective, which was to serve the city with honesty, responsibility, trustworthiness, loyalty, and a genuine pled to the residents of Durham. This is why I Dr Monique Holey Hyman did not give up was resilient when people wanted me to do so. I want to assure you that I am deeply committed to the honest governance and will continue to advocate for the issues that mean most to the people of Durham. I am grateful for the process and I know that this day, the truth would come out some time and it would prevail today. The light of that truth begins to shine and it will continue to grow. As on the advice of my counsel, I will not be taking any questions today, but I thank you. I thank you and let's keep God first. Good afternoon, everybody. I'm Elaine o'neill, mayor of this wonderful city, the city of my birth city of my training, the city that I love so much. It is a great day for justice every day. But I am particularly proud to stand here today with these two women with whom I've had the honor and privilege to serve this city. Over the last seven months, we have endured as a three strand court. We have stood together, we have cried together, we have prayed together because we know that justice will prevail. And it has, when this initially started there were several incidences that I'd like to be able to talk about and I will, but I don't want to detract from council Woman Hosley Hyman's remarks, but I will say that both of these ladies have been on the fire. Both of them have been accused of things that are false, untruths or downright lies, especially when you deal with the incident that was recorded by the media that I was a witness to with Councilwoman Freeman, councilman Williams and Mayor Pro. There was two other witnesses. There one was a minister that you also heard from his recall of the events are very similar to mine. Not everybody sees things the same way and there was one other city staffer that was president. I am willing to talk about those things today as I promised. But let me first say that I was never assaulted. Anyone who spreads that is telling a lie. I was never assaulted. What I did see when I rounded the corner was the hands of Councilman Williams on Councilwoman Freeman who was then saying get your hands off of me. What you also didn't hear was me telling the city staffer you need to leave right now. And what you also didn't hear me saying to account, Mayor Pro is go in the bathroom, stop talking, go in the bathroom. So there were four voices that were saying things. She was not the only one. And so it was very disturbing to hear members of our community questioning what happened and rushing to judgment. Now, we all can get angry and I know a couple of four letter words myself and they may not all be appropriate at the right time. But I think on that particular day, Councilwoman Freeman, it was the last straw for her. It was as my sister says, the last button on Abraham's jacket to be black and she couldn't take it anymore. So I am prepared to discuss in detail what I saw, including all of the uh censure that never went anywhere that's still out there waiting to be resolved, which was not done according to protocol as outlined in our city ordinances. I'm prepared to talk about all those things, but it's going to be up to the court of public opinion to figure out who's telling the truth and who's not. I don't have any dog in this race anymore. I'm not running for office, but I stand to tell you that play close attention, believe people when they show you who they really are. I just want to say thank you again for, for all of you coming. This has been a hard seven months, but I come from humble beginnings and I've had to go through a lot of diversity and my mother taught me the ability for resilience and to keep God first. And I really was so excited when I, when I was accepted to be on council, it was something that a little girl from the South Bronx never thought that I could do. I never really wanted. I'm like, I don't want to politics, but I can do this. And I came in and as the mayor said, I came in with this. Oh, let's help the world. Let's change this. Let's change that I came in giving everybody Christmas gifts, giving everybody a thank you with my picture. I picture our first picture as a council just saying, thank you for allowing me to be on this council. I'm a social worker. I know how to work with teams. I know how to work with conflict resolution. And that's what I try. And because I tried that and because I did not waiver my standards and my ethics because I said before I was bullied on this council to vote a certain way I stood and because I stood because I didn't waiver. I went through this for the last seven months and it has not been easy. Um I have a question for mayor. Um The investigator indicated that there was no evidence worthy of consideration of any punishment. I'm wondering, did the city council have any documentation to justify the decision to pass this consideration to the FBI? And if not, we had, I am not aware of any documentation to substantiate any of the allegations when it was brought to my attention via letter from our city attorney. There were uh some conversations about what then we do with this information based on the information that I was getting from our council, I decided to call the Institute of Government who is who I have normally relied on uh as a judge and who are the experts pretty much on a lot of stuff involving government. And so I reached out to them and there was a letter given back to us that outlined a process of things that we should do and that remains on file. And that is the process that we ultimately employ. There was a majority vote. The investigation was not at my instigation, it's not at my instigation. The censure was nothing that I was going to sign on for. And in the investigation as we were talking about what we're going to do, I did not say what my position was. I don't think in all of the meetings, but I did let them know that I was not in favor of going to the SB I that we could hire private counsel to do it as a lawyer, you know, based on the information that I had and the fact that I was uh the alleged facts that I was given, it was pretty much conversations. So there were no forensics, there were no uh uh report that would do. It was basically, he said, she said, and also maybe some phone records that's not an extensive investigation in my opinion. And a competent attorney could have handled that and could have handled it very quickly in my opinion, but that was not the prevailing opinion. The prevailing and majority rule was that we submit this to the FBI and mayor to follow up on that. Is it correct to say then that you think this never should have gotten to the level of the FBI? I think that we could have handled it in a different way. And my way that I voted for and would have gone along with was to hire private counsel to come in because it was not an extensive investigation in my mind. It would have been a matter of talking with several witnesses and pulling some phone reports which I indicated. I think any competent attorney would have been able to do in a short amount of time. You all know that we are very hamstrung in terms of law enforcement. And we were also cognizant that this matter was literally destroying her life. And my take on it was that we needed to be able to move expeditiously so that this matter could be handled in a way that the public could have a clear outcome quickly. And I think that an attorney could have done that 11 question for you. Can you talk about the impact this has had on your? Well, I don't really want to talk about any campaign related stuff right now because I don't want another recurrence. But I will say to you that as the mayor said, there were um an opportunity for us to vote. And honestly, I was the last one to even be asked what I wanted to do. I was never asked, did I do it? Did I not do it? Nobody ever asked me anything. But I also said when I was eventually asked, I would like to have an external investigator. I knew I didn't do anything and I wanted the truth to come out, but I did not want my life to be literally turned upside down. I don't know if you know, which is why I fight for social and economic justice for me to get from, which is why people say, why do you keep talking about your education from Binghamton University at the age of 16 to Columbia Ivy League? Because I don't think you understand, for a little girl from where I came from, that was not the arts, that was not where I was supposed to be and to have a 30 year career in social work administration, working with the first black mayor of David Dinkins under his leadership to do wrap around services for durn, which is why I'm so excuse me for New York, which is why I'm so happy about the heart program to have people in my life like a David Goldstein, a doctor de Petri, people who mentored me and saw something in me. A Doctor Denny. I don't think you understand what it is to get to a point to wanna help people and to somebody to take it, try to take it away in the middle of a blink. So I'm gonna tell you what else this has done for me. I always, uh, you know, I've been working in for years, you know, all the boards I sit on and now still the vice president of the DS S board. But I always say in, in all of our praying because I'm telling you this team here was a praying team for me when there were days when I didn't think I would be able to get up. I got calls from these women every day and scriptures every day and my mother and my husband and, and I will also tell you the community, the community and also some of the people who are running for City council. I know I'm not supposed to say that, but I'm gonna say it that stood behind me, that stood behind me, that knew that this was a lie. And I said the other day at the, at the rally, even if I don't get back up there, please put people that are going to do the right thing for Durham, please. But I don't think you understand the level of what I've been through. I've lost, I was up for a dean position. I did not get it. I was up for a vice president position at another school. I did not get it. I was up for an award. I didn't get it all of the things that I've worked for and I've worked hard for. And I'm gonna say I was getting ready to say that. I always say, what else can I do to make this world better? And now my other plight is gonna be fighting for people who are wrongly accused because I had some resources very limited. But I had to take the money that I saved for my daughter who is a scholar who was a governor page who graduated two years early from UN C Chapel, who was going to law school, who wants to be a civil rights attorney. I had to take the money that I saved for her to go to law school, but she's going to get in the terminal. Ok. Obviously, this investigation has been closed by the state as far as the state is concerned. But is there still a federal investigation going on? I was clear by the FBI months ago, months ago, we were waiting for the FBI. I couldn't say it but I was, yes council member. Was there ever a conversation with you and that developer where something was misinterpreted? Or do you believe he is? Never? Never, never, I don't ever, I never talked to builders about their vote. You know what I was talking to them about what's a, what's a barrier? What are all these things that I learned from? This one, especially this one because she is an environmental beast and she definitely consults with me and that's what I'm, I'm taking notes, I'm learning because whatever I get into in my life, I always know that I'm gonna try to do my best. So I was like a steward of learning. So those are the conversations like even my, even my act and city council is, first of all, what I've learned is, have you consulted with the community? Because a consultant but one person is not the community. What is the price points maybe for what you're building? And what are you doing about blasting? Those are the things that I've learned from colleagues and Nate Baker, who one of the first people that gave me a book when I got on council and said, Doctor Hamer, whatever I can do, I will help you m Rosenthal, Benita Green Sherry, um Shanetta Burris. These people wrap their services around me to say we want you to be successful, the community, the preserve real Durm, the Jackie, the Pamela, the Melina, I mean everybody and I can't say everybody but I'm telling you these people came out of the woodwork to support me when I didn't even know I had the support. And I think that was the problem that people didn't think that I had the support because I didn't know I had it. But I think people said to me, Doctor, we saw your passion, we saw how you came on the council and really wanted to try to do the right thing that prevailed. How does this incident? If at all change the way you, you think you do things? I'm gonna keep rocking and rolling. I'm gonna keep rocking and rolling. I'm gonna work for the people. I'm going to speak up for the people because I'm the people. You hear my humble beginnings and I'm not going to waiver. And I will say to you when I first got appointed, people said, oh, you're never gonna get it because you're not political. I don't want to be political. I want to work for the people. And if I can do something to change the climate of what this political craziness is, I'm going to continue to do that. And if this has not shown the community that we've got a band together and we've got to work for the people and we've got to get the right people in these, in these spots. I don't know what he's gonna say. I don't, I don't know what else to tell you, but I'm telling you that because I stood and because these women helped me to stand and because I had support from everybody back here, even people like I said, I ain't supposed to say this that are running. They didn't have to do that. They could go on with their campaign and say you do your own thing. But these people have always have always said we know you didn't do this. Doctor Hyman and we got you back. They didn't have to do that. So look at the character, look at the character of people who are around Miss Katie Ross. They didn't know me from Adam. Ok. That was advocating sending letters Herman send, I mean, these people didn't know me but they knew that something was wrong. Pamela Andrews, they knew that something was wrong and I thank God for them. They don't know how many days that I just didn't think I was gonna make it. And I'll be honest, I'm gonna be transparent. I've been, been a licensed social worker for years. I've been in therapy every week. I thank my therapist. I thank my doctors. You didn't know I was going through that. I tried to come up. The man would say get that face together, get that face. You are strong. You are a strong woman. You are strong, but you've been through a lot. You get and even they would stay with me and we would pray before we go into that, into that chambers. So I thank all of you from the bottom of my heart. You just don't know. You just don't know. Yeah. Thank you. You.
