I believed that our presence in Afghanistan should be focused on the reason we went in the first place to ensure Afghanistan would not be used as a base from which to attack our homeland. Again, we did that. We accomplished that objective. I said among with others, we'd follow Osama bin laden to the gates of hell if need be, that's exactly what we did and we got him. It took us close to 10 years to put President Obama commitment in the form and that's exactly what happened. Osama bin laden was gone. That was 10 years ago. Think about that. We deliver justice to bin laden a decade ago and we've stayed in Afghanistan for a decade since. Since then, our reasons for remaining in Afghanistan become increasingly unclear even as the terrorist threat that we went to fight evolved Over the past 20 years, the threat has become more dispersed metastasizing around the globe. Al Shabaab in Somalia, al Qaeda in the Arabian peninsula, al Nusra in Syria, ISIS, attempting to create a caliph fight in Syria and Iraq and establishing affiliates in multiple countries in Africa and Asia with the terror threat. Now in many places keeping thousands of troops grounded and concentrated in just one country and the cost of billions each year makes little sense to me and to our leaders. We cannot continue the cycle of extending or expanding our military presence in Afghanistan, hoping to create ideal conditions for the withdrawal and expecting a different result. I'm now the 4th United States President to preside over american troop presence in Afghanistan. two Republicans, 2 Democrats. I will not pass this responsibility onto a 5th after consulting closely with our allies and partners with our military leaders and intelligence personnel, with our diplomats and our development experts with the Congress and the vice president as well as with Mr Ghani and many others around the world. I've concluded that it's time to end America's longest war. It's time for american troops to come home. When I came to office, I inherited a diplomatic agreement duly negotiated between the government and the United States and the taliban That all US. forces would be out of Afghanistan by May one 2021 Just three months after my inauguration. That's what we inherited. That commitment is perhaps not what I would have negotiated myself, but it was an agreement made by the United States government and that means something. So in keeping with that agreement with our national interest, the United States will begin our final withdrawal, begin it on May one of this year will not conduct a hasty rush to the exit. We'll do it, we'll do it responsibly deliberately and safely and we will do it in full coordination with our allies and partners who now have more forces in Afghanistan than we do. And the taliban should know that if they attack us as we draw down, we will defend ourselves and our partners with all the tools at our disposal. Our allies and partners have stood beside us shoulder to shoulder in Afghanistan for almost 20 years and we're deeply grateful for the contributions they have made to our shared mission and for the sacrifices they born. Troops as well as forces deployed by our NATO allies and operational partners Will be out of Afghanistan before we mark the 20th anniversary of that heinous attack on September 11th. But but will not take our eye off the terrorist threat, will reorganize our counterterrorism capabilities and the substantial assets in the region to prevent re emerges of terrorists. A threat to our homeland from over the horizon will hold the Taliban accountable for its commitment not to allow any terrorist to threaten the United States or its allies from Afghan soil. The Afghan government has made that commitment to us as well and we'll focus our full attention on the threat we face today. In my direction, my team is refining our national strategy to monitor and disrupt significant terrorist threats not only in Afghanistan but anywhere they may arise and they're in africa, europe, the Middle East and elsewhere. I spoke yesterday with President Bush to inform him of my decision. Well, he and I have had many disagreements over policy throughout the years. We're absolutely united in our respect and support for the valor courage and integrity of the women and men of the United States armed forces who served. I'm immensely grateful for the bravery and backbone that they have shown through nearly two decades of combat employment. We, as a nation, are forever indebted to them and their families. You all know that less than one of Americans servant armed forces Remaining 99 and we owe them. We owe them. They have never backed down from a single mission that we've asked of them. I've witnessed their bravery firsthand during my visits to Afghanistan. They have never wavered in the resolve. They paid a tremendous price on our behalf and they have the thanks of a grateful nation. We will not stay involved in Afghanistan militarily. Our diplomatic and humanitarian work will continue, will continue to support the government of Afghanistan. We will keep providing assistance to the Afghan national defenses and security forces. Along with our partners, We have trained and equipped a standing force of over 300,000 Afghan personnel today and hundreds of thousands over the past two decades and they'll continue to fight valiantly on behalf of the Afghans. At great cost. They'll support peace talks as we will support peace talks between the government of Afghanistan and the Taliban facilitated by the United Nations and will continue to support the rights of Afghan women and girls by maintaining significant humanitarian and development assistance. And we'll ask other countries, other countries in the region to do more to support Afghanistan, especially Pakistan as well as Russia, china, India and Turkey. They all have a significant stake in the stable future for Afghanistan over the next few months will also determine what a continued U. S. Diplomatic presence in Afghanistan will look like, including how will ensure the security of our diplomats. Look, I know there are many who will loudly insist that diplomacy cannot succeed without a robust U. S. Military presence to stand as leverage. We gave that argument a decade. It's never proved effective, Not only had 98,000 troops in Afghanistan and that when we were down to a few 1000 our diplomacy does not hinge on having boots in harm's way U. S. Boots on the ground. We have to change that. Thank you. American troops shouldn't be used as a bargaining chip between warring parties in other countries. You know, that's nothing more than a recipe for keeping american troops in Afghanistan indefinitely. I also know there are many who argue that we should stay stay fighting in Afghanistan because withdrawal would damage America's credibility. A week in America's influence in the world. I believe the exact opposite is true. We went to Afghanistan because of a horrific attack that happened 20 years ago. That cannot explain why we should remain there in 2021. Rather than return to war with the Taliban, we have to focus on the challenges that are in front of us. We have to track and disrupt terrorist networks and operations that spread far beyond Afghanistan. Since 9 11, we have to shore up american competitiveness to meet the stiff competition we're facing from an increasingly assertive china. We have to strengthen our alliances and work with like minded partners to ensure that the rules of international norms that govern cyber threats and emerging technologies that will shape our future are grounded in our democratic values, values, not those of the autocrats. We have to defeat this pandemic and strengthen global health system to prepare for the next one because there will be another pandemic, you know, Will be much more formidable through our adversaries and competitors over the long term if we fight the battles for the next 20 years. Not the last 20. And finally, the main argument for staying longer is what each of my three predecessors have grappled with. No one wants to say that we should be in Afghanistan forever, but they insist now is not the right moment to leave. In 2014, NATO issued a declaration affirming that Afghan security forces would from that point on have full responsibility for those countries. Security by the end of that year. That was seven years ago. So when will it be at the right moment to leave? One more year, two more years, 10 more years, 10, $20, $30 billion dollars more a trillion. We've already spent. Not now. That's how we got here In this moment. There is a significant downside risks. Is saying beyond May one without a clear timetable for departure. If we instead pursue the approach, we're America us exit is tied to conditions on the ground. We have to have clear answers to the following questions. Just what conditions require to be required to allow us to depart by what means and how long would it take to achieve them if they could be achieved at all? And at what additional cost in lives and treasure? I'm not hearing any good answers to these questions and if you can't answer them in my view, we should not stay. Our Afghanistan conflicts, 20722 have been wounded. I'm the first president of 40 years. Who knows what it means to have a child serving in a war zone. And throughout this process my north star has been remembering what it was like when my late son Beau was deployed to Iraq, How proud he was, the service country, How insisted he was to deploy of this unit and the impact it had on him and all of us at home. We already have service members doing their duty in Afghanistan today, whose parents served in the same war. We have service members who are not yet born when our nation was attacked on 9:11 war in Afghanistan was never meant to be a multigenerational undertaking. We were attacked, we went to war with clear goals. We achieve those objectives. Bin laden is dead and al Qaeda is degraded in Iraq and Afghanistan. And it's time to end the forever war. Hello everyone. I'm meteorologist Peter Sherwood. In the severe weather center, we have a front that is on the move with this area of low pressure. It's heading towards the south and east. We are going to see cooler conditions filter in behind the system with showers clearing towards the south and east as well. So do plan for drier conditions as we head throughout the weekend, some areas to the south and east could hang on to a few showers around 11 and 12 o'clock, but most of us will be dry heading into the afternoon. Some sunshine will likely develop across those north and western counties for today. All the while it is shaping up to be a cooler weekend so much. So we have a freeze warning in effect for the triangle in areas to the north and west. As we head into tomorrow morning, temperatures expected to drop into the 20 as well as the thirties getting down to 33 degrees in Raleigh and 28 degrees in Roxborough. And then we have a freeze watch in effect for the entire viewing area. As we head into Monday morning, temperatures are expected to be even cooler across much of our region. So do you plan for that to be upgraded as we head into tomorrow? We could potentially see that turn into a freeze warning other than that temperature is likely to drop into the twenties for most of us 25 degrees in 29 in Raleigh. So it's shaping up to be cold here for this weekend. We are going to see those temperatures chilly in the fifties today. Upper 50 58 then 50 for the high temperature on Sunday. Once we head into the beginning of the work week, we are going to see those temperatures rebound. It is soon going to feel like spring highs in the seventies. Rolling back in by the time we head into Thursday.

ICC Chief Prosecutor told CNN's Clarissa Ward that Putin could stand trial for the alleged war crimes.

This feels like a historic moment. Well, I think it is a very important moment as the president said that these warrants have been issued and it shows that individuals, whatever their position, however high don't have a free pass and that the law binds us to some basic principles. So I think it is very important for that reason and many others, what is the next step now? What happens next? Well, the next step is that these warrants will be have to be circulated and states will have to consider whether they can enforce those warrants. But also we're continuing our investigations. There's many other crimes in Ukraine that we're looking at and we also have some other options if the warrants are not complied with regarding applications for confirmation hearing in absence in the future. Do you believe it's possible that one day we will see President Vladimir Putin in the dock? I think those that think it's impossible failed to understand history because the major Nazi war criminals milosevic Karadic, Mladic, former President Charles Taylor Jean Caban from Rwanda, his and Hari, all of them were mighty powerful individuals and yet they found themselves in courtrooms. Whose conduct was being adjudicated over by independent judges. And that also gives cause for hope that the law can however however difficult it may be the law can be supreme. So is the message today that nobody is above the law. I think the message must be that basic principles of humanity bind everybody and nobody should feel they have a free pass. Nobody should feel they can act with abandon and that definitely nobody should feel that they can act and commit genocide or crimes against humanity, war crimes with impunity because we have an International Criminal Court. We also have basic norms of customary international law and there's many different fora around the world which is reducing the scope and the room for impunity and fewer and fewer safe havens. So I think that's an important lesson that we need to, you know, render effective. It feels significant that we're talking about this in terms of months and not years often. The feeling is that international law particularly is a sort of slow moving beast. Was that very intentional for you to try to start these things, these investigations moving as quickly as possible with Ukraine? Absolutement not because it's Ukraine. I've been on the defense, I've been representing victims for 30 years. I've been a barrister and international law has been effective in some cases in many cases. But I think the ICC has been pedestrian in some respects and we need to accelerate and I think that's very important for us if we feel that the law is for us as prosecutors, as judges, as defense counsel or victims lawyers. And we don't feel the weight of responsibility that there are people in refugee camps or crossing borders with plastic bags, with Children in arms and grandparents and they're fleeing with fear. We're not fulfilling our responsibilities under the law, but also as members of humanity as well as we should. And this is about justice for victims, not about geopolitics. Absolutely. It must be, the law must be about and particularly criminal law must be about victims and survivors of humanity.

About a half mile from the Boston ST Patrick's Day parade route sits JJ Foley's Cafe. We've been coming here for about 10 years now. The oldest Irish pub in Boston that opened its doors in 19 oh nine in South Bend, a family business going on for generations and counting. That's going back to the seventies, early eighties. But it was Michael Foley's great grandfather who started the pub that's attracted the likes of celebrities and folks from all walks of life. So you've had cops, robbers, politicians, athletes, you will see ambassadors and mayors and all sorts of walks of life at JJ Foley's, but no egos. That's for sure. The rich history makes JJ Foley's a popular spot on ST Patrick's Day and not just for the beer. This is corned beef and cabbage, potatoes, carrots, a grand Irish meal. That's pretty awesome. Yeah, they make a perfect pint. They pour Guinness way better than me, that's for sure. Right down. Like, go, go, go. Is that good? The neighborhood has changed over the years. The residents have gotten younger and more bars have popped up like Lincoln tavern on West Broadway. So we're going to be busy all weekend long, starting right now, all the way up through tomorrow and obviously through the parade on Sunday, we'll probably have a line down the street all day. But what JJ Foley's apart from the other Irish pubs is the dynamic behind the bar. I think the family has a lot to do with it. You know, at any given time, one of the Foley boys will be here. You'll see it's very old school white shirts and ties because one of us is always here, whether it's myself, one of my brothers, my father, even my own kids here now, a family business with 100 plus years of history in this building. Oldest Irish pub celebrates St. Patrick's Day

A woman posed as an employee for Child Protective Services and allegedly kidnapped a three-week-old girl in Ohio.

Friday morning, a frantic 911 call from a Canton mother and father, they do not have anything in the records by her. My daughter was stolen. The call comes a day after a stranger showed up Thursday morning to this apartment complex on Allen page drive claiming to work with child protective services. Somebody came by today left me with three of my son, took my daughter, the woman wearing a name badge and carrying paperwork about the three week old's medical condition took off with the baby Thursday. You can hear the mother's confusion and it's been almost 16 hours since they took her and I have not received a call from them. They didn't leave me with any information to call. I still have custody of her when she gets in touch with CPA Friday morning. The family realizes the woman was lying. The only reason that she even got out of my house with my daughter is because she refused to put her down after verifying CPS did not have an open case with the family. Can police use license plate readers and surveillance footage to identify a suspect vehicle within two hours of learning that this was a kidnapping. We had the safe recovery of the child in a different county. Canton. Police Chief, John Gabbard tells us the department was seconds away from issuing an amber alert when the Coshocton County Sheriff's office found a pair of suspects more than 65 miles away. The baby was unharmed. At least in this circumstance, we can start with the foundation that we have a safe child. 31 year old Sapphire mcdougall and 21 year old and savage are now facing kidnapping charges. A chief says the baby's parents did the right thing by reaching out to police and cautions others to trust their gut. If something doesn't seem right, don't take anyone's word for anything unless you have a law enforcement officer or a sign a paperwork that's signed by a judge that is legitimate and it's always ok to ask questions and to verify information.

It was bleeding everywhere too. I've been having nightmares about it and, and uh, I'm having sharks, whether I'm in the water or even in a room coming towards me and biting, biting my leg, biting my arm, biting my side, biting something and attacking me through the pain to every surfer. They know that there's the danger of sharks and them being out there and that, you know, we're in their house essentially. Matthew. Smiles. You're able to laugh about this. Yeah. Mhm. Yeah. How do you do that? Uh, I don't know. I feel like I always have a positive mind. I'm, I'm optimistic and in case you're wondering, you're going back in the water. It's my mom here. Uh, I've surfed my entire life. I'm a waterman. I love the ocean. I'm in there every day, so I, I don't see myself not going back in after this.
