RALEIGH, N.C. — Raleigh Animal Control has identified the owner of a dog that killed another in a clash in north Raleigh, and that man will be charged with allowing a dog to run at large.

Neither Raleigh police nor animal control provided the identity of the man, who was walking two large dogs when one of them attacked a 3-year-old terrier, injuring it so that it had to be put down.

Lucy Ellis said she was walking Chilly on Whittington Drive when a much larger yellow dog darted out from a nearby gazebo and attacked.

Chilly had to be put to sleep after he was attacked by a larger dog that can now not be found.

She described the person with that dog as a man in his late 50s or early 60s with salt-and-pepper hair, in gray and black workout clothing and New Balance sneakers.

The man was walking two large dogs, including a yellow dog named Chloe that attacked Lucy's dog, she said.

Lucy, 11, said the larger dog grabbed the rat terrier like a toy and yanked it around.

"It was pretty scary because there was this giant dog throwing my dog around like a toy," she said.

The young girl said she tried to get in between the dogs and was scratched before a passerby -- not the owner of the aggressive dog -- stopped and helped.

Chilly had to be put down after the vet determined her intestinal injuries were too severe.

"We always try to teach our children to take responsibility when they've done something wrong," said Jeana Ellis, Lucy's mother. "That's just what we want this gentleman to do."

Lucy was scratched in her attempt to protect Chilly and, depended on the status of the other dog, may need rabies shots.
