Roy Cooper proposed his new state budget, which Republican lawmakers immediately rejected. A long-awaited bill was filed to legalize mobile sports betting. The state Supreme Court reheard key cases on election law and lawmakers voted to expand Medicaid, taking a massive step on something this state has debated for more than a decade.
