FAYETTEVILLE, N.C. — Officials are looking a women after a 2-year-old child suffered second degree burns on her back, authorities said.

Cumberland County Sheriff's Office deputies are looking for Tasha Chappell. She, and Beverly Turner, are facing charges of felony child abuse. Officials said Chappel, 48, and Turner, 31, both live on Porpoise Circle in Fayetteville.

Investigators said they responded to an incident on May 31 where a 2-year-old child was suffering from burns to her head. The mother said she agreed to have her child's hair done by Turner and Chappell.

Chappell said she was using a method of dipping the child's hair in boiling hot water. According to Chappell, the victim moved and her hair, which was soaked, made contact with her back. The victim had multiple layers of skin removed. Chappell said she didn't have a towel on the victim's neck and back at the time.

Asnau Ali, who works at Nana's Hair Braiding in Fayetteville, said she was shocked by the story.

"For that girl, I'm telling you she's just too young and I would never ever dip a two years old girl hair in hot water," she said. "I would rather use my hairdryer because in Africa and we use our blow dryer. We hardly use hot water where I come from. We use the blow dryer."

The mother told investigators she didn't allow Chappell to perform the hot-water dipping method and didn't know it was going to occur. Officials said neither Turner or Chappell called 911 for medical assistance for over an hour.

Investigators determined during an interview that a pot of water actually fell on the victim.

The child was transported to UNC Chapel Hill where she was treated for second degree burns on seven percent of her body. She was released, but officials said there is a good likelihood of her having permanent scarring.

If anyone has information on her whereabouts, you're asked to contact (910) 323-1500 or Crime Stoppers at (910) 483-8477.

Turner made her first court appearance on Wednesday.
