I'm meteorologist, Amy Wilmoth in the W R L Severe Weather Center. It's going to be another cold night tonight. A freeze warning in place again. So make sure to have the winter coats handed you step outside tomorrow morning. Even if you're out late this evening, temperatures tonight will drop down into the upper twenties to lower thirties. We'll get down to 27 in Roxborough, 30 in Durham, 31 in Raleigh and down to 32 in Fayetteville. So it's another cold night, but temperatures will start to get milder tomorrow afternoon. So if you want to maybe take the kid to the park do something outside, temperatures will be pretty close to normal as we head into the afternoon. At lunch time tomorrow, our temperature gets up to 52 then our high gets up to 64 with mostly sunny skies tomorrow. So the afternoon will be nice and mild. It's just the morning is going to be on the colder side. We do have a little bit of rain headed our way for the middle of the week. I'll pause the clock here. Tuesday night, it's dry through Tuesday. But as we get to Wednesday in the morning, a couple of spotty showers, possible, a couple of spotty showers during the middle part of the day and into the evening as well. It's not going to be heavy rain. It's probably not going to be very widespread, but some showers certainly possible for the middle of the week. And then we have a cold front that's going to arrive Saturday and that will bring a round of rain as well. The thinking is it's going to be pretty light rain with this particular system as well. The system will probably weaken as it moves over the North Carolina Mountains. Saturday. A couple of showers on and off throughout the day, especially in the middle part of the day and a couple of showers in the evening as well. Another big story this week will be the warm up. I know it's going to be cold tomorrow morning, but we'll be in the sixties for highs Tuesday and Wednesday, which is pretty close to normal, but then we'll be up to 80 on Thursday, 85 on Friday. Saturday is still warm with highs in the upper seventies. About a 40% chance for some scattered showers. Sunday is dry, mostly sunny with high temperatures in the low seventies.

Fayetteville police announce details about a break in a years-long cold case from a 2010 murder in the community.

No pressure. Ok. Yeah. Yeah. Yeah. Yeah. Yes. His press conference is gonna pay him in about one minute, 1 minute. Mhm. Yeah. Yeah, you something. Good afternoon everyone. Thank you for joining us for a press conference. Before I begin, I would like to go over some housekeeping rules with you. Please be sure that all your mobile devices are silenced at this time. We also ask that you please hold all of your questions to the end of this conference. We are asking that any questions, all questions only be related to this investigative update also be at the end of the press conference as you exit, there will be an information sheet that will be provided to you as well. At this time, I'd like to introduce Captain Hunt with the major crimes division and he will begin with opening remarks. Good afternoon. And thank you for being here. We're here to inform you today of a cold case homicide that took place Memorial Day weekend, 2010 and an arrest has been made in this case shortly. Sergeant Locklear, the homicide unit supervisor will come up to the podium and make a brief statement about this case, he will then be followed by Detective Cruz. Detective Cruz is the fellow police department's cold case homicide detective. Then the chief of police Chief Brain will come up and make a few comments and once he's done, he will open up the floor for any questions that you may have related to this case. Good evening. Um, I'm Sergeant Jeff Locklear. I'm the supervisor for the fable police department's homicide unit. Um thank you for taking the time to come out and let us update you guys on a, uh, an unresolved homicide that has been resolved. Um, the original crime took place in 2010 and I was actually the lead investigator on it at that time and, uh, we put a lot of investigative effort into it. It's been almost what, 13 years now. Um, We never forgot about it. We kept, there's been several different times when we actually left the state. We sent different things to the lab. We, we've put a lot of work into this case and for like I said, almost 13 years, it went unresolved. Um, we were in contact with the, with the victim's family in this case and with a lot of the members of the community in the Bonny Doon area, a lot of people took notice and wondered if we'd ever bring this case to resolution. And, uh, as time went on technology developed, um, and the forensic side of the house kind of, uh, came forward as well. And uh we were able to uh the end of 2022, we used some new technology, some new methodology. Um and we were able to get an identification on our, our suspect. Um we got him identified and uh we were actually able to conduct an interview with him and he's been extradited back to North Carolina now where he will, where he will face uh and go through the criminal justice process. There's uh we won't be able to talk specifically about the investigation. We have to be careful once somebody is, has been charged with the crime, we have to be real careful about getting into the specifics of the case. But what we will tell you is is that um this case was really all of them are important. Every homicide investigation we conduct is important, all of them. Uh You know, there's a, there's, there's victims behind every one of them and the victims families behind every one of them. And, but this one um has, has, has just been there at me, I think years ago, Nancy mclear with, with the newspaper said that it gnawed at me and this one kind of did. So I'm thankful to still be here at the Federal Police Department and see this thing brought to some resolution. We have a uh a detective at the police department and he's my cold case homicide guy. He's also the police specialist. So he trains any new detectives that may come to the unit. He kind of, he's kind of a right hand man. He takes care of a lot of things that, that I can't sometimes do to other issues. Um, and I'm gonna let him come up and he's gonna talk to you a little bit about the new science and methodology and the new technology that we use to, uh, to bring this thing to a resolution. I'll let him introduce himself when it comes up. Good afternoon. I'm a specialist cruise, like you said. Um, basically this case resolution came from just hard case work. A lot of participation from other entities that we would like to extend our gratitude to um Fort Bragg C ID office, uh Houston County, Harris County, the Houston Homicide guys down in Texas helped us out a lot as well as the Wharton County Sheriff's office. But with, as far as the apprehension of the suspect being brought back here to Fayetville, now we'll enter the phase in which the criminal justice system takes over. Thank you first to all the partnering agencies, detectives and participants involved in this case. Thank you. Your professionalism and commitment to justice have made this arrest possible to the family and friends of Terrence Plummer. I hope this arrest in this case brings you new hope that justice can be served. District Attorney, Billy West was unable to attend today due to a prior commitment in Raleigh. We spoke earlier this morning and he assured me our detectives have the support of the District Attorney's office as this case proceeds to prosecution. I believe this case highlights the commitment of the homicide unit and its detectives to our victims and their surviving families. I hope this press conference today sends a message to our community, a message that the fabled police department will constantly seek justice for victims of violent crime and that we don't forget. So I'll open the floor now to specific questions from the press clear. You were the chief investigator and I watched a video of you this morning talking about this case. Give us some nuts and bolts about what you thought happened back then because that's public record right now, you kind of describe the case of where you thought where the individual was killed. So walk us through that like you did 10 years ago. Uh OK. Uh I will take the uh promotion you gave me, I'm not a captain, I'm a sergeant, but I'll take that promotion. Um So, uh and again, this, uh this crime took place in uh the Memorial Day weekend of 2010. Um And, and you know, it was a busy weekend for us that weekend. We actually had uh the guys, the other half of the squad was actually working a separate homicide. And uh when I received a telephone call from Sergeant Chris at the time who informed me that we had now a second homicide that we were gonna be responsible for, uh, investigating. And, uh, I was actually out of town at a school and he called me and said, hey, when you free to come back, we're gonna have to, you know, call you back from that school. Um, this is probably gonna be pretty, uh, pretty involved in investigation. Um, so I came back and we, we, we, the, the, the one thing that I really remember about that day was it, it got really hot really early in the morning, right? And, uh, what that does is, is that when you're in a situation there's, you know, it's, it's in an abandoned um, apartment like you said, you know, we, we did a uh cold case, a spot that we actually put on youtube years ago. And, uh, thank you for remembering that, that tells me that you folks are watching that stuff here. Um And uh we did, we got some, some tips and that kind of stuff started coming in the people in the community, um, of street and just the Bonny area, of course, when they see the police activity, they came in and people were giving us little bits of information throughout the day and the days turned into weeks and then the weeks turned into months. Um, we, uh spent a lot of time in the crime scene that day. Um And we, we collected a lot of evidence, we collected uh a lot of evidence that we would need to send to the lab, which we did. And uh there was a uh a key piece of evidence that we actually collected, um that uh we had hoped would bring us some, some results sooner than 13 years later. But um it took time for the science to develop um for the databases to communicate and that kind of stuff. But once that was done, we were able to, uh, to identify our suspect in that case. Um, and, and, and I don't think it goes without saying that it was one of the, one of the, the more brutal murders that I dealt with in, in, in my career. And, um, and again, all of them are important, all of them have a victim and then all of them have a victim's family. Um, but this one, uh, you know, it, it, it kind of stuck with me. So I, you know, worked several more years in homicide, left the homicide unit, did some other things. The police department got promoted and then they brought me back to the homicide unit as a supervisor. And, uh, the first thing that popped into my mind when I came back as the supervisor was this case because I know it was my cold case and that I hadn't brought any resolution to it. And every now and then I would see somebody from that community in Bonnie Doon and they would remember me they would be like you said, you were gonna solve that case, you never solved it. And, uh, that kind of, it affects you, you know, and, uh I'm just thankful that the science continues to evolve daily and, uh I think that the science is gonna continue to evolve and I think that this won't be the last time that we stand up here at this podium and give you guys some good news. We have C ID here. Clearly, Fort Bragg is involved. This is, uh you haven't named the suspect. Can you tell us what the suspect's name is and his connection to Fort Bragg? So at the time that suspect was a active duty soldier, his name was Joshua Richardson. Um, there was some evidence at the time that we were kind of working with that he may have been, you know, at least some connection to the military. Um, you know, in Fayetteville for bragged that connection. The working relationship with C ID has always been valuable to us at the police department. Um And then I think they would say the same thing about us. Um But at the time that the murder took place, the individual that committed the murder was an active duty soldier. Um That information is gonna be his, his, his biologics and, and that kind of stuff will be uh in that release that uh Sergeant Caldwell has for you. And I think she has actually a current photo of a booking photo, I talked with Billy West this morning. So this is a state case this will be tried by in the civilian courts. Fort Bragg is the statute of limitations that Fort Bragg won't have anything to do with this case in the military court since he was on active duty at the time of the crime. Yeah. So it's my understanding right now. Um it's gonna stay in, in a state in a state posture. Um, C ID. Uh, the agents from C ID have been helping us working with us. Really.

Break in 2010 Fayetteville cold case

Across the country, at least 11 child welfare agencies use artificial intelligence programs, to try and identify children who may be at-risk of danger in their homes. A Pennsylvania couple said the system unfairly flagged them based on their disabilities.

THEM BASED ON THEIR DISABILITIES. AT 7 MONTHS OLD. ANDREW AND LAUREN HAD HIS DAUGHTER BEGAN, REFUSING HER BOTTLE IS KINDA POINT THAT SHE REFUSED TO EAT CONCERNED. BUT AFTER DAYS OF NO PROGRESS, THE HACKNEY'S SAY THAT THE DOCTOR TOLD THEM TO BRING THEIR DAUGHTER TO THE EMERGENCY ROOM CASES. THEY GO SHOES DEHYDRATE AND MALNOURISHMENT AFTER ROUGHLY 2 WEEKS IN THE HOSPITAL, THEIR DAUGHTER STARTED BOTTLE FEEDING. BUT AT THAT POINT, THE HACKNEY SAY CHILD WELFARE AGENTS FROM ALLEGHENY COUNTY ARRIVED AND PLACE THEIR CHILD IN FOSTER CARE OR ONLINE, GET MY KIDS BACK. A MASTER PLAN, SPECIAL HONOR ALLEGHENY COUNTY USES AN ARTIFICIAL INTELLIGENCE TOLD TO REVIEW FAMILY DATA THE AI SYSTEM THEN GAUGES HOW UNSAFE A CHILD COULD BE IN THEIR HOME. THE AGGIES BELIEVE HOSPITAL STAFF TOLD AGENTS THEIR CHILD WAS MALNOURISHED AND ALLEGED THEIR INFORMATION WAS ENTERED INTO THE AI SYSTEM ARE JUST HEARTBROKEN. ANDREW HAS A COMPREHENSION DISORDER. AND LAUREN HAS ATTENTION DEFICIT, HYPERACTIVE DISORDER. THE HEAD OF NEWS AND THEIR LAWYER ARE WONDERING IF THE AI SYSTEM FLAGGED THEM BECAUSE OF THEIR DISABILITIES. HOW DOES THAT

Taneshia Kerr opened the Enclave Stress Recovery Center with the goal of creating a space to teach people how to recover from stress.

<p>I am Tani Kerr and I am the executive Director for the Enclave Stress Recovery Center. In 2014, I had Micro Prey twins, Asher and a, they were born 14 weeks early um which basically makes them half baked And they were about a pound and a half each at birth, which made them about the size of your palm. They were barely um able to survive. They were born with about an 8% chance of survival. And so when they turned eight years old, I, I opened the stress recovery center. So going through all of that, it was a highly stressful time for my family. And during that period, I oftentimes wanted a space where I could relax. I didn't want to go to a spa because I, I didn't really want a manny petty. I didn't want, I didn't want to be talking to anybody. I didn't want anybody touching me. I just wanted to stop and just breathe for a minute. Actually, it was really hard to explain to people what I was trying to do because we, we don't have, you know, spaces like this. We want you to have the getaway experience without having to go away. So if you want to stop in for 45 minutes during your lunch break, then you can, and you can go to the beach without having to drive two hours. We create the space for you and then we give you ideas for how to use it at your own pace. So that your recovery is on your terms, consider this like your gym membership and we keep our prices low because we want you to come again and again and make this as accessible as we can. If there's one thing that I would want everyone to know is it is it is ok for you to take time for yourself on a regular basis. And self care is not selfish. There is no stigma, there is no judgment. You will be a better mom, you will be a better partner. You will be uh a better professional. If you give your mind space to just relax and slow down for a moment.</p>
