Zebulon could be adding a new asphalt plant along Old US 264 Highway, but for now it's under review from town commissioners. 

East Wake LLC's proposed asphalt plant is at 1444 Old US 264 Highway, just down the road from Five County Stadium, the former home of the Carolina Mudcats and the current home of the Zebulon Devil Dogz.

The future land use designation of the more than 17 acres of land is industrial light, but requires a special use permit to build the asphalt plant. The Zebulon Board of Commissioners held a meeting on May 12 to review the proposal. Attorneys submitted an application and spoke to commissioners during the meeting, bringing expert witnesses to testify as to how East Wake LLC planned to meet the proper requirements to build the asphalt plant.

An agenda from the meeting goes through the organizations reasoning and research. East Wake LLC must meet the following requirements in order to build. The plant:

1. Will not materially endanger the public health or safety if located where proposed;

2. Complies with all required standards, conditions, and specifications of this Ordinance, including Article 4: Uses; 

3. Will not substantially injure the value of the abutting land, or the special use is a public necessity;

4. Will be in harmony with the area in which it is to be located;

5. Is in general conformity with the Town’s adopted policy guidance; and

6. Includes a concept plan that accurately depicts the proposed use’s configuration.

Commissioners brought up several concerns throughout the meeting, including public health, environmental safety and traffic concerns.

After hours of presentation, testimony and questioning, the commissioners decided to recess the public hearing. It's set to continue at 6 p.m. Tuesday, May 26.
