Vance County jail supervisor Capt. Shannon Holley faces nine charges for sexually forcing himself on an inmate. Court records show the incident happened while the victim was in custody and at this point there are no other known victims.
However, Vance County district attorney Mike Waters said investigators believe there were four incidents.

According to indictment documents obtained by WRAL Investigates, Holley forced his tongue down the victim’s throat and raped her.
The allegations date back to February; Holley was officially charged today.
He was issued a $750,000 secured bond.
According to state certification records, Holley previously worked for the Johnston County Sheriff’s office as a detention officer.
There are no records of any previous charges or actions against his state certification.
WRAL called Vance County Sheriff Curtis Brame to ask:
· How long did Holley serve in the detention center?
· What is Holley’s employment status?
· Was the sheriff or other management aware/investigating any claims of misconduct?
Sheriff Brame told WRAL he reported Holley to the State Bureau of Investigation, and Holley later resigned from his position.
We are waiting to hear back about when Holley actually resigned.
Waters said Holley will eventually be transferred to Vance County superior court.
During a January county commissioners meeting, Sheriff Brame said the detention center was “scrambling” and “hurting.” He applauded Capt. Holley’s work at the jail.
Holley identified himself as the co-administrator of the detention center. He asked commissioners to approve additional funding to continue housing inmates at other jails throughout the state due to the poor conditions at the jail.

About a year ago, the state ordered the jail to reduce its jail capacity due to the inadequate staffing and unsafe conditions.
