<b>KINSTON</b> — The city of Kinston is getting an early tasteof the state's new "no excuses" policy on sewage spills.

The North Carolina Division of Water Quality levied the largest fineever against a municipality Thursday. Kinston was ordered to pay more than$70,000 in fines for 33 violations, and the city's trouble may not beover yet.
