DURHAM — Twenty-four 4 year olds are back home after spending two weeks in thestate's first charter school.
State officials say the children were improperly enrolled in Durham's newHealthy Start Academy. A new kindergarten law allows gifted and mature4 year olds born as late as April 16th to start kindergarten. Before,kindergartners had to be 5 by October 16th.
The law says that principals would decide whom to admit, based on a setof guidelines from the state. Healthy Start officials say they hadaccepted the 24 children into its kindergarten program before theguidelines were issued.
