SPACE] — Above us the astronauts aboard Mir are conserving their air... down here on earth leaders want to improve it. President Clinton today called for tougher clean air standards. That would mean cracking down on ozone depleating pollution, smog and soot. As the EPA applauds the move, big business worries about it, But the President insists the new rules will clean the air "and" grow the economy.
