DURHAM, N.C. — A fourth suspect in the Durham loan scandal surrendered to police on Tuesday.
Carlton Clark is the last person arrested. He and three others are charged in a small business loan scandal. Investigators say the loan program paid out more than $800,000 in loans to businesses that didn't exist.
