North Carolina's newest education reform project has run into trouble before it was even implemented.
The program is called the ABC's Of Education, and is designed to reform achievement standards. It was scheduled to begin statewide this fall, but it now appears high-schoolers will not be involved in the program that soon.
The state board of education says it doesn't yet know how to monitor senior high progress, so it can't hold individual schools responsible for meeting the plan's strict goals
