Durham, N.C. — A convicted sex offender who thought his fine was excessive lost his appeal.
Billy Apple, a former Durham police detective and high school coach, pleaded guilty in 2004 to peeping charges. Authorities said Apple secretly videotaped dozens of young women at a tanning salon he owned in Hillsborough.
Apple did not have to serve any active jail time, but he was fined $64,000.
