Contractor Files Lawsuit Against Raleigh Shopping Mall

RALEIGH, N.C. — The management of a popular Raleigh shopping mall is caught up in a financial dispute with building contractors.

Frank Allen, of Allen Commercial and Industrial, filed a lawsuit recently claiming that after completing more than $3 million worth of renovation work last year at North Hills Mall, management failed to pay him and his subcontractors $1.3 million.

"It's ruined our commercial credit that we worked hard to get," Allen said. "All my cash is tied up."

Developer John Kane and North Hills management declined comment because of pending litigation, but in court documents, defense lawyers claim contractors over-billed them.

The legal dispute is not expected to affect shopping at the mall.
