RALEIGH, N.C. — Raleigh city leaders and developers are interested in turning acres of city-owned land off Capital Boulevard and Peace Street into a canal walk.
There are informal proposals to relocate the city garage, widen Pigeon Creek and line it with shops, restaurants and condos.
"It's an ideal candidate for someone to take a good, hard look at what, if anything, could be done to improve it," said city councilor Philip Isley.
The idea faces plenty of challenges, including ground contamination and environmental restrictions.
