RALEIGH, N.C. — Raleigh's Fayetteville Street Mall will soon be open to traffic, but just who should pay for it is up for debate.
The city manager's new budget calls for an 8 percent increase for all Raleigh
property owners
.
Most of that money would go to the new mall plan, but some people, including downtown boosters, say only downtown businesses should pay.
City council members will decide on the new budget in June.
