HILLSBOROUGH, N.C. — An Orange County judge has denied a motion to seal the mental health evaluation of a Chapel Hill teenager accused of holding a teacher and a fellow student hostage at East Chapel Hill High School.
Earlier this week, the judge ruled William Foster is mentally competent to stand trial.
Foster underwent a mental evaluation in Virginia.
The evaluation shows the teen suffered from a mood and psychotic disorder.
He also had a history of substance abuse.
