RALEIGH, N.C. — Virginia has charged two men from the Triangle with violating its tough new anti-spam law.

One of the men, Jeremy Jaynes is listed as No. 8 on a registry of known spammers. Authorities said Jaynes and Richard Rutowski sent hundreds of thousands of unsolicited e-mail.
