Remaining Hoke County Fugitives Captured In Georgia

RAEFORD, N.C. — Three men who escaped from the Hoke County jail last week are back behind bars.

Christopher Handon, 22, was caught Tuesday afternoon in Cobb County, Ga. Hector Frausto, 23, and Steven Locklear, 20, were captured in the same county several hours later.

Hoke County deputies said they located Handon at a Waffle House restaurant after receiving a tip and contacting the Cobb County Sheriff's Office. Handon was identified by photos and a tattoo on the side of his neck.

After capturing Handon, deputies gained information on the possible whereabouts of Frausto and Locklear. Following several hours of surveillance, Cobb County deputies conducted a raid at a residence and arrested both Frausto and Locklear without incident.

Hoke County Sheriff Hubert Peterkin said the inmates should be coming back to North Carolina Wednesday afternoon or Thursday morning. They have hearing in Georgia Wednesday morning.

John Shannon Phillips, 32, was brought back to the Hoke County Jail Wednesday morning. Deputies said he was caught allegedly trying to shoplift new clothing.

The four inmates escaped from the jail Oct. 28.
