RALEIGH, N.C. — It looks like the Raleigh City Council has reached an agreement in the I-540 debate.
The city's comprehensive planning committee is backing a decision to finish building the highway.
Mayor Charles Meeker had originally wanted to use the funds for other projects, but he decided to support its completion when he found out the money could not be used for anything else.
