Highway Patrol promotes two senior commanders

The North Carolina State Highway Patrol has promoted two veteran troopers to senior positions in the patrol's command.

RALEIGH, N.C. — The North Carolina State Highway Patrol has promoted two veteran troopers to senior positions in the patrol's command.

Lt. Col. Wellington R. Scott is now deputy commander and will oversee the Administrative Services Section, Office of Professional Standards, Training Section and Support Services Section. He will be responsible for assisting the patrol's commander, Col. Michael Gilchrist, with the administrative and operational functions of the agency.

Maj. Gary L. Bell has been promoted to lieutenant colonel and will oversee field operations. He will be responsible for supervising and directing all statewide operations related to field activities and programs.

Scott joined the Highway Patrol in 1985 and has served in Wake County and Greenville. Since last year, he has overseen field operations.

Bell joined the Highway Patrol in 1986 and has served in Harnett County, Brunswick County and Fayetteville, where he headed Troop B from 2007 until last year. He most recently oversaw the patrol's Professional Standards Section.

Maj. Jennifer A. Harris now oversees that section and will be responsible for managing the Highway Patrol’s Inspections Processes, Grants, Accreditation and Quality Management Unit, Research and Planning Unit and the Internal Affairs Unit.
