New mayor is first African-American to lead Roxboro

Samuel Spencer, a retired educator elected mayor of Roxboro last week, is the first African-American to hold that office.

PERSON COUNTY, N.C. — Samuel Spencer, a retired educator elected mayor of Roxboro last week, is the first African-American to hold that office.

Spencer was sworn in Wednesday. He replaces Thomas Brown, who died earlier this year.
