RALEIGH, N.C. — The idea of a University of North Carolina presence in Rocky Mount has resurfaced in Gov. Mike Easley's budget proposal.

He wants to set aside $14.5 million for an Upper Coastal Plain Higher Education Center in the city.

Last year, a commission looked into converting private N.C. Wesleyan College into a member of the UNC system. The panel concluded that the estimated $200 million it would cost was impractical.
