New rules announced for Raleigh St. Patrick's Day Parade

The city of Raleigh announced rules for the St. Patrick's Day Parade coming up Saturday in downtown Raleigh.

RALEIGH, N.C. — The city of Raleigh announces new parade safety policies before the upcoming St. Patrick's Day Parade in downtown Raleigh.

New rules include:

  1. All drivers need to be at least 21
  2. Minors participating in the parade should have adequate adult supervision
  3. Passengers in parade vehicles are limited to one adult 18 or older
  4. All vehicles and trailers must have current and valid registration plates
  5. All vehicles and trailers must have automobile insurance coverage
  6. All drivers need to possess a valid license for the type of vehicle they are operating

The updated rules and restrictions for upcoming parades come after the tragic death of 11-year-old Hailey Brooks on Nov. 19 during the Raleigh Christmas Parade. Brooks was dancing in the parade with CC & Company Dance Complex when she was struck and killed by an out-of-control pickup truck that lost use of its brakes.

"Given the history of what has happened in parades in the last couple of years, I think it's important for the city of Raleigh to have all these regulations in place," said Sandra Holland, the grand marshal of the 2023 St. Patrick's Day Parade.

A city spokesperson tells WRAL News that parade organizers were included in the conversation with the new policies.

"We were told probably soon after the parade committee put out the parade was happening," said Holland. "I believe the parade committee were working with the city of Raleigh to put all these procedures in place.

Saturday's parade begins at 10 a.m. on North Wilmington Street and goes through downtown Raleigh.

"In her memory and her honor, we have to respect what needs to be done," said Sylvia Wiggins, previous grand marshal, “To prevent further tragedies."
