Neighbor: Couple having sex outdoors sheds light on homeless crisis in CA

Chealsey Almon-Encinas said she was out for a walk when she saw the man and woman having sex in the middle of the day in her neighbor's front yard. She thinks they may have been under the influence of drugs or alcohol at the time and called the incident a "wake-up call" for local and state leaders.

"I asked them if they were okay, and they weren't responding," said Almon-Encinas. "At first they told me just to go away, and I was like, 'Excuse me, do you understand you are having intercourse in someone's front yard?'"

Almon-Encinas said there's a growing homeless problem in her community, but she's never seen something like this.

JoLyn McMillan, CEO of the Stockton Shelter for the Homeless, said what happened in Almon-Encinas' neighborhood is very rare and said resources are needed to address concerning behavior as soon as it develops.

"Once they have been knocked down that low or sunk that low, it takes a lot of work to bring them back," McMillian said. "Our society, we don't have enough resources to help the people that need the help when they need it. And the majority of the people that are homeless and struggling have a significant amount of trauma."

Almon-Encinas agrees more help is needed.

"If we want our city to be better, then we need to help them ... because we can't just tell them to get better with no resources, with no money, with no support. They have probably been trying for years now and they just don't have it in them."
