And if we think about why a number of small businesses fail in our state, think about restaurants, it's usually because they really capitalized, so if someone doesn't have the money to pay that kind of fee, then, you know, I've been concerned that they don't have the financial resources to conduct business in the state and let us know that everything is being handled appropriately. And so you know, when you put our police in a very precarious situation because from their carried or when they're called to some kind of a situation, they don't know where to use General Statute 42 says that you've got to have a court order. You got to go through a court proceeding to get an eviction notice or that they follow up. Everybody that's ever signed into a hotel or hotel have signed and that's a registration and this is a contract and it gives you need to check in, check out what you're in for a while and it also tells you what, You know what I don't understand about this argument. Even in the most city of motels or hotels like Senator Loves talking about that's still you're still looking at $50 a month even in the lowest. And so that's why these low income people are having to pay state and send the load is right about hotel and hotel manager keeping people out. Think this president, let's be very clear about what this bill seems to do. This bill would remove one of the few protections that we currently have a place to stop dangerous people from buying handguns. The pistol first retirement system is not duplicative. It is the only background check currently required to buy a hand um, from an unlicensed seller, like the thousands of individuals who advertise on the internet or cell gunshows. If you will eliminate the purchase permit requirement, you will create a huge and dangerous involved if we suddenly becomes completely legal for anyone to purchase a handgun without any background check required so long as they buy it from an individual or have a gun show or by the internet with an in person handoff. Mhm. If you have to fill, there would be nothing to stop domestic violence abuser, a minor or a person experiencing a mental health crisis from buying handguns. That word, doesn't it worry you, the sponsors say that we're better off relying on the federal national instant criminal background check system. Otherwise this next, but here's the gaping hole in management. Only federally licensed dealers, You sticks many and guns are sold by non federally licensed dealers and for those sales, the public deserves some protection. We need the pistol permit process to cover all those sales. Like listen sellers, individual gun sellers don't have access to the next. They don't use that. So without the sheriff's permit, They would be seven blind without any way of knowing whether the person buying the gun from that is meant to be unstable facing domestic violence charges and drug charges or is a minor. Also, the next system is into the thorough as the check that the sheriff does both level for the permit. Sheriff check includes the mental health workers and records have. This is important at the office of administrative hearings, which includes all recent charges and arrests, not just conviction, that information isn't any next. So the sheriff knows that the applicant for this permit has a criminal charge pending and it is irresponsible in my opinion to allow someone who is awaiting hearing that a domestic abuse charge for example, to purchase a handgun. The permit lies in place to stop that. We should not reveal it as the statistic. Senator Edward said that this is an ineffective model. I dispute that Mecklenburg County in the last fiscal year, over 2300 permit applications past the next background check but failed to permit application. So if this bill passed all 2300 plus of those applicants will now have a new unrestricted path to purchase a Hannah. I want to have a comment. I heard some, it goes like lots of people sell guns without asking to see a purchase planet. They do that anyway. Well, yes, that happens for sure does. But what do we do when some people ignore a law that isn't acting to protect the public? If you believe the sponsors of this bill, they would tell you just give up trying to enforce and just repeal the whole law. Well, that I submit to use the wrong answer. Does anyone believe that about any other ability to pass for public safety? Like let's say the requirement that you have a license to drive a car? Do people drive without a license?
