PEOPLE ARE JUST DRIVING AROUND THROUGH SALTWATER AND IT IS UNBELIEVABLE. &gt;&gt; THE FLOODING IS A PERENNIAL PROBLEM. THE D.O.T. IS AGAIN WORKING TO CLEAR IT. A 2012 INVESTIGATION SHOWS TAXPAYERS SPENT MORE THAN $30 MILLION OVER THE PREVIOUS TWO DECADES REPAIRING THE HIGHWAY. FOR LOCALS AND TOURISTS, IT IS A LIFELINE. &gt;&gt; IT HAS BEEN A MESS TO BE HONEST. IT IS NERVE-RACKING AND FRUSTRATING BUT IT IS ALSO PART OF LIVING HERE. &gt;&gt; EACH YEAR THEY ROLL WITH IT.
