Monday Wrap: Budget fireworks continue after holiday break

RALEIGH, N.C. — The House put off an override vote on Gov. Roy Cooper's veto of the $24 billion state budget on Monday, but that doesn't mean there are some fireworks going off at the legislature over the impasse.

Cooper invited legislative leaders over to the Executive Mansion on Tuesday morning, but Senate President Pro Tem Phil Berger issued a seething news release complaining that they were merely "set pieces," noting that the governor has already scheduled a news conference later in the morning.

Berger said Cooper was "holding the entire budget hostage" and said all priorities, including the Medicaid expansion the governor is pushing would be "off the table" if budget negotiations have to start from scratch.

Meanwhile, House Speaker Tim Moore acknowledged that a GOP version of Medicaid expansion would finally get a committee hearing on Tuesday.

On Monday, legislation allowing Duke Energy to get multi-year rate increases from the North Carolina Utilities Commission and an alcohol omnibus bill both advanced in committee, and the Senate gave preliminary approval to a proposal putting new restrictions on absentee ballots and restoring the final Saturday of early voting.
