Following repeated violations, including handcuffing and drugging a teenage patient, a Wake County mental health center is shutting down and paying up.

The state reached an agreement with Strategic Behavioral Health of Garner to stop admitting patients, transfer current ones and eventually shut down.

The facility will also pay $175,000 dollars in fines for violations of patient care.

Inspection reports not only show the poor treatment of the teenage girl but failure to conduct weekly therapy sessions and illegal searches of patient rooms.
