Blackwell’s brother, 37-year old Ray Deloyette Dallas of 2529 Carriage Drive, was arrested at his house. He was charged with assault with a deadly weapon inflicting serious injury.
The shooting was the result of an argument that broke out between the pair shortly after 5 a.m., authorities said.
