"Guns have a lot of power in the wrong hands and even with our police officers armed it didn’t save this one tonight," said Neville.

Witnesses say they heard multiple gunshots and saw a car speed away from the scene. Investigators said the shooting does not appear to be random.

A woman who didn't want to go on camera said her daughter and friend were inside getting ready to go to work when they heard a series of gunshots. They called her, and she rushed over from work. She says they've lived in these apartments since March and nothing like this has happened while they've lived there.

Jacqueline Bowling, a resident of the neighborhood, said she's fed up with the violence.

"I'm an elderly woman, and I be sitting here on this porch every day. It's sad that I can't sit where I pay my rent," she said.
