ALAMEDA, CALIFORNIA — Two German Shepard puppies were found under a pile of trash in Oakland this week.

According to reports, someone found the puppies in a pile of trash under a freeway and immediately called Pali Boucher, the owner of Rocket Dog Recue, a volunteer nonprofit organization based in San Francisco.

"This case left me shaken -- it was terrible, horrific actually," said Boucher.

One of the puppies foot had been cut off, and the other was suffering from a broken jaw. The 4-month-old sisters were taken to the vet and are being treated for infections and other health issues.

Police say it's unknown if this was abuse or unintentional.

"Last night, at the veterinarian, I was shaking, and I woke up crying this morning," said Boucher. "It was really hard."

The puppy with the missing foot, which Boucher named Friggs, should make a full recovery. Her sister Freya is currently in critical condition.

"The bone is broken on both sides, the jaw is hanging completely down open and she can't close her mouth," said Boucher. "It's incredibly infected, the smell is horrible. She hasn't been able to eat or drink anything, so she's skin and bones, and you can tell she's in shock."
