THEY CAN SPEND IT ON ANYTHING THEY WANT. THIS IS A VERY PROGRESSIVE POLICY THAT IS PART OF A BIGGER MOVEMENT TO BE ABLE TO REDISTRIBUTE WEALTH. BACK IN 2019, THE CITY OF STOCKTON, CALIFORNIA, DECIDED TO GIVE 125 RANDOM PEOPLE LIVING BELOW THE INCOME $500 A MONTH FOR TWO YEARS. IT SURPRISED A LOT OF PEOPLE BECAUSE THINGS ARE GREAT. PEOPLE USED THE MONEY FOR STABILITY. THEY STARTED TO FIND NEW JOBS AND IN FACT THE PEOPLE WHO RECEIVED THE CASH MANAGED TO SECURE FULL-TIME JOBS AT MORE THAN TWICE THE RATE OF THE PEOPLE IN THE CONTROL GROUP WHO DID NOT GET ANY MONEY. ALSO, THE FINDINGS STRIKE DOWN TWO MAJOR CRITICISMS OF THIS TYPE OF AID. PEOPLE JUST WON'T WORK IF THEY GET FREE MONEY. THEY WILL SQUANDER IT ON POINTLESS OR EVEN HARMFUL PURCHASES. THEY DID NOT DO EITHER OF THOSE THE THINGS. PEOPLE DID NOT START SPLURGING ON CIGARETTES AND BEER, MOST OF IT WENT TO BASIC NEEDS LIKE FOOD OR TO FIX THEIR CAR. IT SEEMED TO BE A BIG SUCCESS AND IS ARTICULATE IN POPULARITY. IF ON THE COALITION OF MAYORS FOR GUARANTEED INCOME. THE FOUNDER DONATED $15 MILLION. PEOPLE ACROSS THE COUNTRY WERE GETTING GRANTS TO LAUNCH PILOT PROGRAMS OF THEIR OWN. NEARLY 70 CITIES ACROSS THE COUNTRY TODAY, INCLUDING DURUM. IT IS PRETTY INTERESTING TO SEE HOW EACH CITY WAS TO USE THEIR MONEY. IN LOUISVILLE, KENTUCKY, IT IS $500 A MONTH TO 150 YOUNG WOMEN IN HIGH POVERTY UNDERSERVED NEIGHBOR JEERS. IN SANTA FE, NEW MEXICO, IT IS $500 A MONTH FOR 100 PEOPLE UNDER 30 WHO HAVE CHILDREN AND ATTEND COMMUNITY COLLEGE. IN DURHAM, THE MONEY WILL GO TO PEOPLE WHO WERE FORMALLY INCARCERATED. I ASKED THE CITY WHY THEY CHOSE THAT GROUP AND THE INSERT WAS PRACTICAL. BASICALLY THEY TOLD ME THAT DURHAM ALREADY HAD PROGRAMS TO WORK EXCLUSIVELY WITH INCARCERATED PEOPLE. INFRASTRUCTURE WAS ALREADY THERE INTERESTED. THEY HAD BEEN INCARCERATED SOMETIME IN THE LAST FIVE YEARS. A COMPUTER RANDOMLY PICKED 259 PEOPLE TO TAKE PART IN THE PROGRAM. 129 PEOPLE GET THE $500 A MONTH AND 130 OF THEM WON'T READ THAT IS THE CONTROL GROUP. ALL OF THEM WILL HAVE THEIR SPENDING TRACT FOR THE NEXT YEAR. EVERYTHING, NOT JUST THE $500. THEY WILL MONITOR THEIR MOODS, FAMILY LIFE, DEATH, EMPLOYMENT, EVERYTHING WE USE TO CONSIDER SUCCESS AND HAPPINESS. IF YOU'RE LIKE ME, IT TAKES YOU TO AN OBVIOUS QUESTION, WHERE ARE WE GOING? WHERE ARE WE GOING WITH ALL OF THIS? WHAT IF IT GOES WELL, THEN WHAT? WHAT IS THE LONG-TERM PLAY? I TALKED TO THE CITY AND I WAS TOLD THEY WANT TO SEE PEOPLE IMPROVE THEIR LIVES AND BECOME GOOD NEIGHBORS. THEY HAVE BEEN VOCAL ABOUT IT. DURHAM CITY COUNCIL PUSH FOR THIS PROGRAM. THEY SEEK TO CODIFY GUARANTEED INCOME AND BECOME AN AMBASSADOR NATIONALLY. HERE IS WHAT THE PLAN IS. IT IS A NETWORK OF MAYORS ADVOCATING FOR A GUARANTEED INCOME TO MAKE SURE THAT ALL AMERICANS HAVE AN INCOME. THE FLOOR IS VERY EXPENSIVE. EVEN IF JACK DORSEY HANDED OVER EVERYTHING HE HAD. OF IT THIS WAY. THE PROGRAM, THE COST IN DURHAM, IS ABOUT $800,000 TO HELP THESE PEOPLE FOR ONE YEAR. THE NEED IN GENERAL IS LARGER. ACCORDING TO THE MOST RECENT CENSUS IN 2021, 12.9% OF NORTH CAROLINA LIVES IN POVERTY. THAT IS NEARLY 1.5 MILLION PEOPLE. 41,000 IN DURHAM ALONE. TO BE FAIR, THE POVERTY LINE IS WELL BELOW THE CUT OFF FOR THESE PILOT PROGRAMS. THIS EXAMPLE MIGHT BE CONSERVATIVE. I ASKED AN ECONOMIC PROFESSOR WHAT IT WOULD TAKE FOR THIS PILOT PROJECT TO BECOME A REAL SOURCE OF AID AND GROWTH FOR LOW INCOME COMMUNITIES ON THE LARGER SCALE. &gt;&gt; IT IS CLEARLY A REDISTRIBUTION OF INCOME. A LOT OF PEOPLE IN THE UNITED STATES ARE NOT FAVORABLY INCLINED TO REDISTRIBUTE INCOME . GIVEN THAT WE ARE NOT WELL IN RAISING REVENUE. WE ARE ADVERSE TO RAISE TAXES FOR ANY REASONS.
