In his second arrest on the same day, video shows a man hit by a Raleigh police cruiser, shocked by Taser

RALEIGH, N.C. — Video captured by a bystander shows a Wayne County man get hit by a Raleigh police cruiser and shocked by a Taser in what was his second arrest on the same day.

Lance Mitchell Scott’s second arrest happened just before 2 p.m. Sunday on South Bloodworth Street in downtown Raleigh, near the Lincoln Apartments and Moore Square Magnet Middle School.

The video recorded by Brandon Edwards shows Scott running from police. It shows when Scott crosses South Bloodworth Street, a responding Raleigh police cruiser hit him.

Edwards described the video and shared it with WRAL News.

“He 100% got nailed,” Edwards said of Scott. “He got rocked by the car for sure.”

Scott managed to continue running and assaulted one police officer before he was shocked by a Taser deployed from another officer, the video shows.

“When he faceplanted from the Taser, he definitely had a big scar on his face and was bleeding after that,” Edwards said.

Scott, 35, of Pikeville is charged with larceny of a motor vehicle, resisting arrest and assaulting a law enforcement officer.

Lt. Jason Borneo, a spokesperson for the Raleigh Police Department, only confirmed Scott's charges but has not commented on the arrest or confirmed if any officers were injured.

Before the chase, Raleigh police said Scott stole a 1997 Lexus about a quarter mile away from a home on North Bloodworth Street.

The victim, who did not want to be identified for safety reasons, told WRAL News he was inside his house, heard his dog barking and looked out the window to see Scott inside his car in his driveway. He said he had left his keys in the car for about 15 minutes.

The owner of the car noticed Scott had stalled the car on North Bloodworth Street, ran after him and managed to get him out of the car. He said Scott quickly walked away. The owner of the car then called 911.

Down the road, Edwards was waiting in his car for a friend to come home when he saw police approach Scott. Edwards said Scott took off running.

“I was sitting in my car and all of the sudden out of nowhere, I saw a bunch of cop cars roll through,” Edwards said.

Then, Edwards started recording video on his cell phone and dash camera to capture the wild series of events.

"I got a front row seat. This is crazy,” Edwards said. “I wasn't expecting it to go this way [on Sunday].

“Sometimes, you are in the right place at the right time to see some crazy stuff downtown."

Retired North Carolina Superior Court Judge Carl Fox said he felt it was appropriate for police to use a Taser to subdue Scott. Fox offered the following advice.

“Don’t try to outrun the police,” Fox said. “Don’t try to fight with the police.

“Even if you think you are being wrongly accused, the place for that is in court. It’s not out on the street.”

Fox also said people can get injured or even killed when trying to evade law enforcement.

“Whether it is in the car or on foot, the chances of it ending up badly are much greater when the defendant flees or a suspect flees than if a suspect just stops and submits to the officer,” Fox said.

Sunday afternoon’s arrest marked Scott’s second on the same day.

Around 8:35 a.m. Sunday, Garner police arrested Scott in the parking lot of the Walmart Supercenter at 4500 Fayetteville Road for possession of a stolen car.

Garner police said an automated license plate reading camera picked up the tag of the car Scott was driving, which was reported stolen on Aug. 22 in Raleigh. Police said Scott was arrested, booked into the Wake County Detention Center and released.

"I want to know more,” Edwards said. “I would like to know the whole start to finish what happened."
