LAWMAKERS HAVE ALREADY STARTED DOING ALL THE IMPORTANT THINGS THAT WE ELECTED THEM TO DO IN THE IMPORTANT THINGS WE ELECTED THEM TO DECIDE ON. BUT OF ALL OF THOSE IMPORTANT THINGS, THERE'S ONE IMPORTANT THING THAT MAY BE IMPORTANT HIST. I THINK THAT AS YOU KNOW, FOR THE FIRST TIME IN MANY OF OUR LIVES, ABORTION LAWS COULD CHANGE DRAMATICALLY. ONE OF THE MOST CONTENTIOUS, A DEEPLY ROOTED DISAGREEMENTS IN OUR HISTORY COULD BE DETERMINED BY THE POLITICIANS. WE HAVE AN OFFICE RIGHT NOW FORCED TO BALANCE OUR RIGHTS FREEDOM, FAITH AND SCIENCE BLENDED IN WITH OUR CULTURE AND PERSONAL EXPERIENCES AND CIRCUMSTANCES. THE WE KNEW THIS. WE KNEW THAT THIS WAS GOING TO BE PART OF THE SESSION. WE KNEW IT DURING THE LAST ELECTION. MANY OF YOU EVEN CASTING YOUR VOTE PURELY ON THIS ISSUE, WHICH DEBATE. THAT WILL HELP DEFINE OUR TIME HOUR. OUR LITTLE CHAPTER OF HISTORY. AND I'M WONDERING, DO YOU REALLY THINK THAT ONE OF THE DECIDING FACTORS FOR LITERAL LIFE AND DEATH LEGISLATION SHOULD BE HOW LONG OUR LAWMAKERS CAN HOLD THEIR P. LET'S GO IN DEPTH. &gt;&gt; ALL RIGHT. FIRST. FIRST, LET'S GET ON THE SAME PAGE HERE. HOW EXACTLY COULD A BREAK DETERMINE THE FUTURE OF ABORTION IN NORTH CAROLINA? NOW KEEP IT BRIEF FOR HERE OR AT LEAST TRY TO SEE WHEN LAWMAKERS VOTE. THEY NEED A CERTAIN PERCENTAGE OF THE VOTES TO PASS TOUGH, RIGHT? YOU KNOW THAT. BUT THAT PERCENTAGE ONLY PERTAINS TO THE PEOPLE WHO ARE ACTUALLY THERE IN THE BUILDING TO VOTE IN ITS REYER THAT EVERYONE IS THERE AT ONCE. BUT THEN YOU ASK ISN'T THE GUY I VOTED FOR? THEY'RE ALL THE TIME TO NO, HE'S NOT. YOU SEE LAWMAKERS DON'T VOTE ON EVERYTHING. AND WHAT I MEAN IS EVERY LAWMAKER DOESN'T SHOW UP EVERY SINGLE DAY. MOST OF THEM HAVE DAY JOBS. IN FACT, THE STATE THERE'S EVEN CONSIDER THEM FULL-TIME EMPLOYEES. WE PAY HIM $14,000 A YEAR, WHICH IS A DIFFERENT STORY ALTOGETHER. BUT REGARDLESS THIS WORKFLOW WORK, LIFE BALANCE IS WELL UNDERSTOOD BY OUR LAWMAKERS AND WHY IT'S IMPORTANT TO GIVE A HEADS UP BEFORE BIG VOTE UNLESS YOU MAKE A RULE THAT SAYS YOU DON'T HAVE TO. LAST WEEK, REPUBLICANS VOTED TO ALLOW THE SPEAKER TO CALL A VOTE AT ANYTIME TO OVERTURN A VETO WITHOUT NOTICE. SO THEORETICALLY, IF REPUBLICANS PASS A LAW TO RESTRICT ABORTION IN THE GOVERNOR VETOES IT, WHICH WE KNOW HE WOULD DO, THEY CAN CALL A VOTE TO OVERTURN THAT VETO AT ANY TIME. LIKE ANY DAY, A COUPLE OF DEMOCRATS CAN'T BE THERE OR EVEN WHEN A BLOCKING VOTE GETS UP TO GO, USE THE BATHROOM. THIS IS SEEN I'M REACHING HERE. IS THIS MEDIA MOUNTAIN OUT OF A MOLEHILL? LET'S GIVE YOU SOME CONTEXT. LET'S BRING IN OUR STATE GOVERNMENT REPORTER TRAVIS FAIN. TRAVIS, THANKS FOR BEING WITH US TONIGHT. FIRST OF ALL, LET'S EXPLAIN. WE HAVE SEEN THIS STYLE OF POLITICS BEFORE ON BIG ISSUES RECENTLY IN 2019. CAN YOU REFRESH OUR MEMORIES? YEAH. 2019 MINUTES REPUBLICAN LEADER TOLD REPORTERS THE DAY BEFORE SEPTEMBER, 11TH. &gt;&gt; THAT THERE WEREN'T MANY VOTES IN THE MORNING SESSION THE NEXT DAY, ACCORDING TO THE DEMOCRATIC LEADER OF THE TIME, TOLD HIM THE SAME THING. SO DEMOCRATS THOUGHT THEY WERE SAFE LARGELY DIDN'T ATTEND. SPEAKER OF THE HOUSE SHOWS UP HOUSE VOTES ON THE FLOOR, SEES THE REPUBLICANS HAVE THE NUMBERS THEY NEED. BRINGS UP A VETO OVERRIDE VOTE ON THE ANOTHER EXAMPLE WHEN THE STATE LOTTERY PASSED IN 2005 DEMOCRATS RAN THE GENERAL ASSEMBLY BACK THEN THE STATE SENATE TO THE FINAL VOTE TO PASS THE LOTTERY. WHILE 2 OPPONENTS WERE ABSENT. ONE OF THEM WAS ON HIS HONEYMOON AND THE LOTTERY PASSED BY ONE VOTE. &gt;&gt; PEOPLE THERE ARE PEOPLE FIND THIS. THE SORT OF THING EXTREME, YOU KNOW, LIKE A LEGISLATION THROUGH LOOPHOLES USING TECHNICALITIES TO SUBVERT, MAYBE A GENERAL UNDERSTANDING MOST PEOPLE HAVE OF DEMOCRACY. BUT THIS IS POLITICS LIKE IT OR NOT. THESE SORTS OF STRATEGIES ARE USED ALL OF THE TIME. I I CAN. YOU JUST GO INTO THAT A LITTLE BIT AND EXPLAIN TO SOME OF THE PEOPLE MIGHT BE FRUSTRATED BY THESE TACTICS THAT IT REALLY IS PART OF OUR SYSTEM. &gt;&gt; IT'S KIND OF THING THAT'S NOT STANDARD, BUT IT'S NOT SURPRISING THAT A LOT OF CONTROVERSIAL GIVEN THE KIND OF A LESSER EXAMPLE COME LATE AT NIGHT COMPETITION. CONTROVERSIAL BILL MIGHT BE ADDED ON TO SOMETHING ELSE THAT'S LESS CONTROVERSIAL. THAT'S ALSO FURTHER ALONG IN THE PROCESS. SO STEPS CAN BE SKIPPED. DEBATE CAN BE LESSENED. PEOPLE MAY REMEMBER IN 2013 REPUBLICANS HERE IN NORTH CAROLINA ATTACK ABORTION RESTRICTIONS INTO A BILL THAT PRIOR TO THAT HAD JUST DEALT WITH MOTORCYCLE SOMETIMES STUFF GETS PUT INTO THE STATE BUDGET. BIG MULTIMILLION DOLLAR LOCAL PROJECTS TO ENTICE LAWMAKERS TO VOTE FOR THE BUDGET. LARGE OTHER BILLS GET HELD HOSTAGE. YOU DON'T PASS MY BILLS. I WILL PASS THIS PROCESS IS LAB SAID PROCESS. IT RUNS ON RULES AND THERE ARE CERTAINLY LAWMAKERS TO UNDERSTAND THOSE RULES QUITE WELL AND USE THEM TO PASS WHAT THEY WANT. &gt;&gt; NOT A BEND THEM. THEY NOT A THEY NOT TO DO ALL THAT. A meteorologist, Elizabeth Gardner, I'm tracking a front that is going to bring us some scattered light rain today. This is not going to be a big beefy line of thunderstorms by any means, no thunder and the rain will be pretty light as it moves on through. Starting to see some of that in our northern counties this morning, we'll follow futurecast and push it ahead to lunchtime and you can see it's a slow mover, but there's not going to be a whole lot of rain with it from Roanoke Rapids down through Durham at around lunchtime as we head into say, two or three o'clock in the afternoon. Rocky Mount May a little bit in Raleigh and down towards Southern Pines and then closer to the evening commute, Fayetteville, Clinton, Goldsboro, parts of Harnett and Johnston counties. But it looks like for the most part, um, our most heavily traveled roads in, uh, in the triangle should be dry by the evening commute. That front continues to move on through and it clears this out with sunshine for the rest of the work week. Lake Gaston looking cloudy right now with the clouds there and, uh, the rain starting to push in. Temperatures have been in the mid fifties this morning, we'll climb on up into the upper six is closer to lunchtime and then, uh, we'll continue to see those nice mild temperatures this afternoon. 74 in Raleigh and Durham, 81 potentially for the high in Fayetteville. Later today, the Durham Bulls continue their home stand. It looks like the rains out of there. Well, before their 630 start time, 71 degrees at six o'clock, 630 Thursday and Friday. Lots of sunshine and pleasant temperatures continue near 70. I mean, it just doesn't really get much better than that. And weekend events look great, especially Saturday. This is bral, a big event in downtown Raleigh. Temperatures will be in the mid seventies during the afternoon, under mostly sunny to partly cloudy skies. So looking good. Definitely a mild week up until Saturday. Our normal high is 75 and we're close to that, but 81 on Sunday, that's going to be the beginning of a different weather pattern. 81 on Sunday does not get us to a record. The record is 90. But by Tuesday when we hit 89 we'll only be a degree from the record. So we are aiming toward record highs by the end of the seven day forecast, which is right now on Tuesday and it looks dry too today, really our best chance of rain and it will be light less than 1/10 of an inch.
