ICC Chief Prosecutor told CNN's Clarissa Ward that Putin could stand trial for the alleged war crimes.

This feels like a historic moment. Well, I think it is a very important moment as the president said that these warrants have been issued and it shows that individuals, whatever their position, however high don't have a free pass and that the law binds us to some basic principles. So I think it is very important for that reason and many others, what is the next step now? What happens next? Well, the next step is that these warrants will be have to be circulated and states will have to consider whether they can enforce those warrants. But also we're continuing our investigations. There's many other crimes in Ukraine that we're looking at and we also have some other options if the warrants are not complied with regarding applications for confirmation hearing in absence in the future. Do you believe it's possible that one day we will see President Vladimir Putin in the dock? I think those that think it's impossible failed to understand history because the major Nazi war criminals milosevic Karadic, Mladic, former President Charles Taylor Jean Caban from Rwanda, his and Hari, all of them were mighty powerful individuals and yet they found themselves in courtrooms. Whose conduct was being adjudicated over by independent judges. And that also gives cause for hope that the law can however however difficult it may be the law can be supreme. So is the message today that nobody is above the law. I think the message must be that basic principles of humanity bind everybody and nobody should feel they have a free pass. Nobody should feel they can act with abandon and that definitely nobody should feel that they can act and commit genocide or crimes against humanity, war crimes with impunity because we have an International Criminal Court. We also have basic norms of customary international law and there's many different fora around the world which is reducing the scope and the room for impunity and fewer and fewer safe havens. So I think that's an important lesson that we need to, you know, render effective. It feels significant that we're talking about this in terms of months and not years often. The feeling is that international law particularly is a sort of slow moving beast. Was that very intentional for you to try to start these things, these investigations moving as quickly as possible with Ukraine? Absolutement not because it's Ukraine. I've been on the defense, I've been representing victims for 30 years. I've been a barrister and international law has been effective in some cases in many cases. But I think the ICC has been pedestrian in some respects and we need to accelerate and I think that's very important for us if we feel that the law is for us as prosecutors, as judges, as defense counsel or victims lawyers. And we don't feel the weight of responsibility that there are people in refugee camps or crossing borders with plastic bags, with Children in arms and grandparents and they're fleeing with fear. We're not fulfilling our responsibilities under the law, but also as members of humanity as well as we should. And this is about justice for victims, not about geopolitics. Absolutely. It must be, the law must be about and particularly criminal law must be about victims and survivors of humanity.

I'm meteorologist, Kat Campbell in the severe weather center, a big 20 degree jump and temperatures on the way going from 60 degrees for the high on Wednesday all the way up to 80 Thursday afternoon and a lot of that due to a change in orientation of the jet stream, we kicked off the week with a little dip in the jet stream, but we're seeing the jet stream lifting to the north, this big ridge of high pressure pushing in from the Gulf of Mexico and this is going to be driving up temperatures nice southwest wind at the surface and a loft both working together to really drive in that warmer air from the Gulf of Mexico. That's why temperatures jump up to 80 in the triangle on Thursday, 76 in Roxborough, even 81 in Fayetteville, a great day for some ice cream after school with the family. Looking ahead Friday will be even warmer. 83 in Roxboro, 85 for Durham Rocky Mount and Southern Pines getting up to 86 in Raleigh in Goldsboro and 87 and Fayetteville and Clinton. Once we get to Saturday, we will stay warm with highs in the seventies and eighties. But you see the raindrop icon, we've got a system that we're watching moving in on Saturday and that brings showers, perhaps an isolated storm, the greater storm threat will come Friday in the south. That would be centered around Louisiana, Arkansas, as well as Mississippi, a level three out of five threat already. If we were to see our system slow down at all, that may allow us to warm up a little bit more and have more energy in the atmosphere. So stay tuned for updates as we get in high resolution model data tomorrow, we'll let you know if we expect any storm threat here in terms of severe weather. But right now, it's mainly just scattered showers with perhaps an isolated rumble of thunder. Let's take a look at the new model data in tonight on future cast eight AM dry for your Thursday morning, but perhaps some fog to kick off the day, the clouds clear for the afternoon and temperatures jump up to 80 a little breezy out there with that warming wind kicking in. It will be windy on Friday 86 we are going to be watching near the Virginia line with a front sliding in from the north. Can't rule out a straight shower there, but we wouldn't expect to see that in the triangle Saturday morning. We've got some rain in the western half of the state. We see clouds and then midday into the early afternoon, we could see some scattered showers. Maybe an isolated storm still a little activity at five o'clock Saturday. After that though, we quickly dry out and clear out. So not an all day rain. If you want to get outside, get some fresh air should be a beautiful Thursday fifties in the morning with clouds and fog possible by noon up to 68 though, when we see clearing of the clouds for the afternoon as temperatures jump up near 80 even in the seventies for dinner time, hour by hour, cloud cover forecast shows that about 80% cloud cover when you look at the sky early in the day. But once we get to the afternoon, clouds really rapidly, clear out temperatures stay warm to kick off your seven day forecast ties in the 70 s and 80 s lows only in the 50 and 60 s. Once we get to Sunday night into Monday, our next system could bring another round of rain and we'll be watching that to cool us down as we head into the second half of next week, perhaps another frost or freeze long term by the end of next week.
