We were originally scheduled to open the school to the first classed in August of 21. But because of the budget problems that we have had last year's, the funds for the school to hire a staff to prepare for those students to enter an August 21 those funds were not made available. So therefore, they have come to announce a delay in opening of the campus until August 22. These funds that would be provided in this film are giving them to now hire the people that they should have hired this earlier this year so that we hope will not have another delay. It is a bill that would fund by slipping, identify, distress, public water and wastewater systems and then provide funding if remediation work is needed on those systems. It's a collaborative effort that came out of ah study committee. Um, and the collaborators include the Department of Environmental Quality and the Treasurer's office. The problem is essentially that we have water and sewage systems that are failing, operated by local governments that don't frankly have enough customers to sustain the capital improvements that are needed when they fail, they put themselves in trouble with our water quality folks over de Que. But there isn't a solution of the problem because they don't have really the money to fix it. I don't believe has been. This has been a bill that staff noted has probably been in mawr different bills that we voted on in various ways. Unfortunately, that the bills haven't always made it through the entire process. The operative language is the money coming out of the one on one N. C fund, and it's right there at the end of the end of the bill Online's 10. Um, excuse me, Page 10 lines 18 through 26. And what we're basically doing is just taking funds that are in that area and moving them to this because this is a huge priority. Um, the effort is to avoid what we had to do last year when we had come back and address failure with your your ecosystem. We've literally got dozens of systems across the state that could fail at any point in time, and this creates a safety net. Um, I can answer questions and also directed to staff. Um, in those areas, um, the folks over at the treasury, The local government commission worked with us on trying Teoh address. Um, the, uh if you have historic charters, I hope that's responsive. We also know that Cove in 19 Pandemic has had a devastating impact on edge. Instance, having been out of the classroom since early March. Consequently, we must make some one time adjustments to fund public education for the coming year in projected growth in regarded projected growth in public school headcount for the next school year 2021. And consideration of the increase our public schools are likely to encounter is a result of the cove in 19 pandemic. This move will will move much needed funds to support public schools, especially the schools in low well counties. Specifically, this bill transfer $75 million from civil qualities and for pictures to the Department of Public Instruction for ADM transfers 3.9 million from the school bus replacement to DP I or ADM. And it moves 22 million from the Corona virus relief reserved to the current owner, Ra Buyers Relief Fund, and then from there to the Office of state manager in the budget and directs them to allocate that money to TP I. Specifically where low wealth counties impacted by Cove in 19 and requires a report on exactly those buns. Respect. I respectfully ask for your support of this bill. Thank you. Represent Horn. I have represented Fraley, who seeks recognition. Rep isn't really thank you, Mr Chairman, I have ah question regarding the $75 million for ADM increase I don't have when you look back. In 18 19 it was $14.7 million for ADM increase in ah House bill 9 66 for 19 and 20. It was 3.1 million. Same thing in 2021 uh, also in 1966. There was $75 million reserve set up that was supposed to be for all right enrollment ADM through to cover all education. So how How we figuring it to $75 million? It is just average daily membership increase. Uh, is the right number, Mr. Chair, I'm defer to staff for that. Thank you. I was of horn staff. If anyone would like to weigh in, I remember them saying this their more from the fiscal research divisions you recognize? I guess the Ripper's air. Fraley. So, uh, the total amount for the ADM growth is actually a little over $100 million in this bill. There are pieces of it funded by different aspects of some from off of IRS refund for the Liberals portion, which is all part of the cover condition as well, something that those that are available biggest drivers for the growth in the average stated immersion really comes down to a few different key factors. First, as you mentioned before, with household on 66 not becoming ball on providing the technical adjustments for the 1920 school year, uh, these adjustments actually roll up both 1920 2020 one's adjustments into a single figure. The so all of the comparisons are essentially from the funding levels that were present for public schools in fiscal year 18 19 moving forward toe to 2021. So keeping that in mind what FBI has calculated as a growth of about 5300 additional students in average daily membership for next year, along with about 13,000 additional students, identify this limited English proficient. A few 1000 additional students identified as Children with disabilities. Aziz those of the big main drivers of those, along with about a growth of $22 million in the low walls formula. And so all of us together kind of rolled up and community oddly over two year span total of $100 million that you see in the bill. I was afraid. We've heard that explanation any follow up or any other questions. I think there should be some follow up. I don't have the questions right now. I just ah doesn't make sense to me that we reserve $75 million. It's supposed to cover, uh, they public schools, community colleges and U. U. N. C. In 1966 and it's taking the entire $75 million just for her, uh, public education also at a time when the general, uh, thinking yes or what has happened recently is that we've seen ADM in public education to be somewhat flat. We've seen it increase in community colleges and we're seeing it come down. You know, in the university lab. Uh, now, granted, there's a lot of, uh, things said aren't influx, uh, as it relates to where people are going to go to school this fall so I can understand Somebody has got to make some, you know, judgment calls on that, But this one seems ah, a little heavy to me that that said, I'll get together with, uh, Eric. More I appreciate is, uh, response. And try to understand this better fairly, Chairman Lambeth, like we recognize Miss Chairman um Rivers on Friday. That's a great question. Two parts to it. The 75 million reserve was never enacted because the 9 66 was never approved. So that reserve never got set up. It just became part of overall availability, so that part of it was not available to us. When we looked at sources, I would tell you that we quizzed and queers and queers because I agreed with you. And I think several of us did that distant makes sense that their involvement would be growing at a level that rate. Actually, we quizzed and so hard that came back and increased it. And so I share your concern, and I don't know that we can get a better answers in a short time. But we we scrubbed and scrubbed and try to figure out because intuitively, it didn't make sense to I think many of our committee is Wells. But, um, we've tried to be is very reasonably restrictive to make sure that if we use that money what we're fairly confident that it is a allowable use President Jackson in the second quick I have, Mr Chairman was about section three, and it's pulled us funded be lean is this is a fun to have the large balance that we just don't have a need for these types of useless, um, upgrade this time. So I would only emphasize that it's a projection. We don't know for sure. There are a lot of uncertainties. I'm not hear from a lot of parents, and I'm sure you do about the concerns about going back to school with the virus. It's use and, you know, looking at alternative options and home schooling and things like that. More virtual programs. And I don't think we're gonna know for sure until we get of the enrollment numbers in a few weeks after school starts. And accordingly, we would adjust at that time. We also have reason to believe that with a lot of people out of work, that many of the kids that have been in private schools or other alternatives to traditional public schools the reality is we're gonna be returning to traditional public schools just because families cannot afford to continue them in parochial or private schools. So there's an anticipation that we're gonna have an enrollment bump as a result of that activity as well. A Z chairman Lamba said. Reality is we don't know, and what we we do know is we're gonna have a lot of kids in school come September, either virtually or in person, and we need to be prepared for them. We'll probably gonna have to adjust this as time goes on. But based on information available to us a swell here in Markkula as well as other states as to what's probably gonna happen. I think this is gonna be very difficult to explain why we are being couldn't pumping money into counties that are blow well and but have not been affected back private 19 you don't probably at all. So this is you know, I just think this right now this optics, it's just just I think it's gonna be sensitive to Oliver. What it deals with is Thea kids that were in the driver's and program when cove it hit and they were unable to complete eso. Basically what this does, it waves some of the classroom requirement.
