FAYETTEVILLE, N.C. — Cumberland County sheriff’s detectives Tuesday charged a 16-year-old with sex crimes he allegedly committed against a 4-year-old girl.

James Lee Flanagan, of 7305 Hyannis Drive, was arrested early Tuesday and charged with first-degree sex offense, taking indecent liberties with a child and crimes against nature. All are felonies.
