my name is rick Hoffman. I'm a retired major from the police department. I worked investigations for a number of years. Um One of the things that took an interest in was developing a more effective response to investigate human trafficking. So human trafficking is the recruiting, the patronizing soliciting, it's the obtaining, maintaining of a person through fraud for so coercion for the purpose of a commercial sex at or involuntary or sexual servitude. One of the things that's commonly very easy to detect our commercial front brothels and so an asian massage parlor is most common. Commercial front brothel in north Carolina. So frequently in china women as they become older, they're not valued the same way that men are. Um they work in industries and agriculture and as they age, they see these solicitations, these advertising's for different massage businesses and they appear to be much more lucrative and like a great opportunity. However, what they find is that they have to go into debt to pay for airfare. They are promised a working visa. When they arrived to the United States, they are promised the ability to learn english. They arrive into new york already in debt with no friends, no family completely isolated, They are presented to the massage business and then the work that they do is incentivize for them to please their customers including sexual acts and they have an impossible choice. Do they provide for their family and engage in these acts or do they leave once they're in new york, they are either by taxi cab chinese taxi cab or by bus sent to different parlors throughout the country and then they're rotated from business to business. This gives them a lack of understanding of what communities they're in and what resources are out there. They live inside the business. They work seven days a week, 365 days. They're not paid a wage. They're only giving a very small fee so that they're incentivized to do these acts. So they get tips so they can be paid, they also pay rent to live in the business that they are working in. Um, and they pay for the food that is delivered. They never leave the establishment for any reason whatsoever. They have limited to no english fluency and their isolation and debt bondage are frequently the two key coercive factors to their victimization for the victims. I think there are psychological, they're physical, um, and emotional long term impacts. So there's the threat of reputational harm amongst what people will think of them. I mean, they don't live a healthy lifestyle. They don't get to exercise as the food options they have are limited a day in and day out. This is all that they do. Um, and I don't think that they're able to live a life that fulfills them. But the only thing that they're there for is to provide for their family and that is the only thing that drives them. I think it's important for them not to blame themselves to understand that they've been manipulated, that the circumstances and choices they were given or staged, that there are people that care about them, that there is, uh, there are alternatives and that, you know, for officers, it's really easy. We were used to saving lives. You just put a patch on it. You're good to go. But changing a life is a process and they need to understand that for them to be restored. It's a process. It's not gonna happen. In one meeting, it's not gonna happen quickly. It's going to be a long process. Labor trafficking in particular hides in plain sight within legitimate businesses. You could look at labor trafficking from nail salons, you could look at labor trafficking from landscaping crews, you can look at them from a number of industries. I'm meteorologist K Campbell in the severe weather center. It's feeling like summer again. On Thursday, high temperatures reach the upper eighties and we could come awfully close to 90 in Fayetteville. It's possible. Fayetteville sees the 1st 90 degree day of the year. The average first day in the nineties in Fayetteville is, is May 3rd and May twelveth here in the triangle. 87 in the triangle and 85 in rocks, a lot more sunshine in the forecast tomorrow. Those clouds that we saw, they're going to be clearing out overnight. So get some fresh air, enjoy it while you can. We're not going to see these warm days every day for our seven day. We'll wake up to temperatures in the low sixties warming up to 80 degrees by noon and upper eighties for highs during the afternoon. We've got the sunshine tomorrow, but a lot of us could really use the rain, especially anybody who's starting with their gardening, our rainfall for the month of April 66 inches. So that's more than an inch below normal. I would recommend to keep watering your gardens. We do have some opportunities for rain, but none of these rounds look like a widespread soaking rain. I would go ahead and keep watering. We've got a 40% chance of storms on the way. Friday and Friday, we need to keep an eye on the potential for a severe storm. Tonight. We're seeing showers dissipate as they move closer to us. And that trend should continue. We dry out throughout the day tomorrow with the sunshine and then here comes Friday's front in the morning, we'll see some rain in the mountains kind of falling apart. But as this front gets closer to us during the afternoon, as we're heating up, we'll have a more energized atmosphere and this should create some lift to generate some scattered storms throughout the afternoon and evening. It's about a 40% chance that you would see one at your house. The issue is pretty much anywhere in our viewing area. There could be a severe storm. That's why there's level one out of five threat for severe storms, Friday. The threats, damaging wind gusts and hail your seven day forecast shows some big changes are on the way for the weekend. We are cooling down, especially on Sunday, just 68 for the high falling into the 40 Sunday night into Monday morning, Monday, mostly cloudy, some lingering sprinkles possible. And then next week, temperatures are right back in the mid seventies, which is pretty much on par with where we should be this time of year
