Easley Signs State Anti-Terrorism Bill

Bill Authorizes Easley To Use Money From Rainy Day Fund For Emergencies

RALEIGH, N.C. — Gov. Mike Easley is trying to beef up anti-terrorism measures in North Carolina.

This morning, he signed House Bill 1471, which authorizes him to draw down as much as $30 million from the state's rainy day fund for security measures.

Easley said this legislation gives him unprecedented access to funds. He explained the legislation would normally have to be written into the state budget.

"We need to be able to have some flexibility and I'm very appreciative to the Legislature for what they've done," he said.

The funds will be used for technology, response preparedness training, public information, agriculture and public health.
