THANKS FOR HAVING ME. >> Reporter: YOU TALK ABOUT THE THREE PRIMARY GOALS OF THE CARES ACT, WHAT ARE THOSE GOALS AND WHAT NOW HAS THE RELIEF, HOW HAS THE RELIEF PACKAGE FALLING SHORT? >> THERE IS A SPECIFIC PARTS OF THE PROGRAM DESIGNED TO HIT CONSUMERS AND HELP THEM OUT TO HELP BUSINESS OUT, OF COURSE THE OVERALL PACKAGE WAS REALLY DESIGNED TO KEEP THE ECONOMY RUNNING WHILE PEOPLE WERE LOCKED AT HOME TRYING TO GET A HANDLE ON THE PANDEMIC. WHEN YOU THINK ABOUT WHAT SOME OF THOSE SPECIFIC ASSISTANCE PACKAGES WERE, A BIG PART OF IT WAS PROVIDING LOANS, WHAT WOULD BE FORGIVABLE LOANS IN REGARD TO SMALL BUSINESSES, TO HELP THEM KEEP EMPLOYEES ATTACHED TO THOSE BUSINESSES SO WHEN THE ECONOMY REOPENS IT WOULD BE EFFECTIVE. CERTAINLY A LOT OF MONEY WENT OUT THERE, IT WAS IN SUCH HIGH DEMAND THEY HAD TO EXPAND THE SIZE OF THAT PROGRAM, BUT THERE IS SOME EVIDENCE THAT IT WASN'T QUITE AS GOOD AS GETTING SOME OF THE MOST VULNERABLE AND SMALLER BUSINESSES THE HELP THAT THEY PROBABLY NEED TO KEEP FROM SHUTTING DOWN. >> HOW SHOULD THE NEXT PACKAGE BE DIFFERENT, HOW CAN CONGRESS MAKE IT BETTER? >> I THINK IT NEEDS TO BE MORE TARGETED. THERE WAS A NEED TO DO SOMETHING VERY BIG AND QUICK, THERE WASN'T REALLY TIME TO STUDY THE PROBLEM, FOR THE FIRST ROUND OF STIMULUS BUT NOW THAT WE HAVE SEEN WHICH SECTORS HAVE BEEN HARDEST HIT, WHICH PEOPLE HAVE BEEN HARDEST HIT, WHICH GEOGRAPHIES HAVE BEEN HIT HARDEST, I THINK THERE IS AN OPPORTUNITY TO DO MORE TARGETED ASSISTANCE THAT WILL STILL BE EXPENSIVE, IT WILL BE A LOT OF MONEY, LET'S NOT KID OURSELVES. BUT IT DOESN'T HAVE TO BE THE MULTIPLE TRILLIONS OF DOLLARS THAT HAS ALREADY BEEN SPENT FOR THE STIMULUS. >> WE SEE HIGHS AND LOWS IN THE STOCK MARKET EVERY DAY, SOME BIG BUSINESSES LAYING OFF WORKERS, SMALL BUSINESSES STRUGGLING TO HANG IN THERE, HOW FRAGILE IS THE U.S. ECONOMY RIGHT NOW? >> THE GOOD NEWS IS THERE HAS BEEN A BOUNCE BACK AND SPENDING, SO WHILE THE REOPENING HAS BEEN UNEVEN AND IN SOME STATES, THEY HAVE BEEN ABLE TO REOPEN QUITE SIGNIFICANTLY. OTHERS ARE EXPERIENCING OF COURSE ADDITIONAL CHALLENGES WITH SPIKES IN NEW CASES. THERE HAS BEEN A REBOUND OFF THE BOTTOM BUT THERE IS STILL A PRETTY SIGNIFICANT DISLOCATION ACROSS THE WHOLE ECONOMY. SO THE ECONOMY IS PROBABLY ABOUT 10% SMALLER THAN IT WAS COMING INTO THE PANDEMIC. >>> WHAT DO CONSUMERS NEED TO DO RIGHT NOW TO GIVE OUR ECONOMY THE BEST CHANCE FOR A FULL RECOVERY? >> WELL, THERE IS KIND OF TWO THINGS THAT NEED TO HAPPEN. WE NEED TO GET CONSUMER SPENDING BACK TO A LEVEL THAT IT WAS PRIOR TO THE PANDEMIC. I THINK FOR THAT TO HAPPEN, PEOPLE HAVE TO FEEL REALLY SAFE ABOUT UNDERTAKING NONESSENTIAL ACTIVITIES AWAY FROM HOMES. AND THE WAY THAT THAT WILL HAPPEN, IS BY HAVING A BETTER HANDLE ON THE PANDEMIC, I THINK THAT YOU KNOW, THIS IS A HEALTHCARE ISSUE, BUT IT IS AN ECONOMIC ISSUE, WE NEED TO HAVE OUR CITIZENS ON BEST BEHAVIOR UNDERTAKING SOCIAL DISTANCING, WEARING MASKS, THAT IS GOING TO LET THE ECONOMY RECOVER, AS QUICKLY AS POSSIBLE. >> EVERY TIME THIS CONVERSATION IS RAISED ABOUT A STIMULUS PACKAGE IT STARTS WITH THE WORD TRILLION. LET'S TALK ABOUT THE FEDERAL DEFICIT FOR A MINUTE. ONE DAY DOWN THE ROAD SOMEONE WILL HAVE TO PAY FOR ALL THIS. HOW LONG DO YOU THINK THAT WILL HAPPEN OR DO YOU THINK IT WILL EVER HAPPEN? >> WELL, WE HAVE A LONG HISTORY OF GROWING DEFICITS IN THE U.S. AND IT IS INCREASINGLY A PROBLEM. I AM HAVING A DEFICIT THAT GROWS ISN'T INHERENTLY A PROBLEM FOR AN ECONOMY AS LONG AS IT IS GROWING. YOU DON'T WANT THE DEFICIT TO GROW FASTER THAN THE ECONOMY. OVER THE LAST FEW YEARS ESPECIALLY THIS YEAR THE DEFICIT IS REALLY EXPLODING. THERE IS TWO SIDES TO THAT. PART OF IT IS THE TRILLIONS OF DOLLARS IN SPENDING BUT THE OTHER PART IS THAT GOVERNMENT REVENUES, THE DELAY AND TAX PAYMENTS THAT WAS DELIBERATELY DONE JUST BECAUSE OF THE DIFFICULTY IN COLLECTING TAXES AND ALSO BECAUSE OF THE ECONOMIC SHOCK THAT HAPPENED FROM THE PANDEMIC. IT IS REALLY BAD THIS YEAR IN TERMS OF THE DEFICIT BUT MAYBE NOT AS BAD AS THE RECENT DATA

I'm meteorologist, Amy Wilma in the WRL severe weather center, we had a dry warm day today, but a cold front is off to the west of us and it arrives tomorrow and brings the potential for some scattered showers and some thunderstorms. It's a pretty potent system today with a level three out of five risk for part of the Midwest. But the severe weather will be moving eastward as this cold front moves eastward as well. And we'll have the risk for severe storms tomorrow. Although the storm energy will not be as high tomorrow as it is today. There's a lot of storm energy west of us today and that's why they have that higher risk for severe storms. But as this system moves closer to North Carolina, it does weaken. We could still have some isolated severe storms but we have weak to moderate energy. We don't have the strong energy that they have west of us today. So it's a level one risk for most of us Friday. This is in the afternoon and evening. So isolated severe storms possible. The biggest threat will be some damaging winds and a potential for some hail as Well, the first half of the day is dry, so no rain worries for the morning commute. But by the time we get to the afternoon and evening, that's when we'll have scattered showers and storms and any of the storms that do form could become severe. And our highest rain chances are right during the evening commute. So about a 40% chance for rain tomorrow as we move ahead to Saturday, only a slim chance for a shower, a 20% chance for rain. But then a decent chance for rain on Sunday, we don't expect storms, but mainly the second half of our Sunday will have some scattered showers and it will be a cooler day. Here's a look at the rain over the weekend again, just a slim chance for rain on Saturday. Otherwise partly to mostly cloudy skies with temperatures in the low to mid seventies. Sunday morning looks mainly dry with a little bit of rain over some of our southern counties. But then as we head toward the afternoon, a better chance for rain, especially south and east of the triangle. And then during the evening is when some of that rain lifts to the north and includes a good part of the viewing area on Sunday. So the second half of the day certainly looks like the wettest part of the day, still warm Friday with a high of 84. And then we're down into the mid seventies Saturday, high temperatures will be in the low to mid sixties for Sunday and Monday with some chilly mornings, Monday morning and Tuesday morning. Down into the forties, we warm back up next week though. 74 on Tuesday, 78 Wednesday and near 70 for a high temperature on Thursday.
