Many people argue for many years is not funded properly, and we're taking it to give it to the retirement system, which, although maybe not 100% funded after some of the stock market declines we've had in the last six months or a year, is much closer to being fully funded than state health plan. So I would just point this out. There's another bill coming, probably tomorrow that takes another $40 million from state health plan, and I just we've seen this run on bills where we've been taking from the school bus funds and everything and So I just wanted to point out that although you can't read it from looking at the bill, it is taking $50 million from state health. The skating rinks had not been included in reopening because she'd been, Let's believe that they would be. Her business is about to go under unless they can reopen. Nancy Owner, a being Bi Lanes also contacted me. Her family business likewise has been open for 66 years in the family, and she liked Mary. Ann is looking having to go out of business. Personally, I would much rather see the three bowling alleys and two skating rinks in Cumberland kind of remain reopens safely putting all their employees back to work and off of unemployment than have them shut the doors briefly. What the bill does that it allows bowling alleys and skating rinks to reopen safely following the cove in 19 protocols we've all become used to. These businesses have come up with extensive plans to keep the customer safe. In fact, they were willing to shut down at the beginning to help flatten the curve and everything they can to flatten the curve. These businesses don't want to see Children in their customers or any other relatives hurt or sick. But these businesses simply can't make it any longer. They're on the verge of going out of business. I would like you to change your mindset for minute and think how these businesses is, how these businesses operate. To some extent, there's simply a hybrid of other businesses that are currently open and operational. Restaurants with bars, skater ranks and bowling alleys have snack barbs. They would operate on the same conditions, the same restrictions, the same safety precautions that restaurants with bars are currently doing that kids day camps and overnight camps. Those are open now. Daycares air open, some youth sports are open and swimming pools was a question yesterday about maintaining social distancing on a skating rink. How do you do that? I'd ask the same question on How do you do with slowing pools? Let's get a little bit more specific here in bowling alleys. To be clear, 45 other states have allowed bowling alleys to remain open or to reopen. So we are definitely the minority and that only one of five states and never believe that people in the general public do not listen to committees because people were listening to the Rules Committee yesterday evening and I actually got some of this information is updating things that I put out in the rules committee. One of things is, is that there's a group called the Bowling Proprietors of the Carolinas of Georgia, the covers North Carolina, South Carolina State of Georgia and they actually the ones who came up with a 17 page reopening manual based on Best Cove it practices and that all bowling alleys agree to follow and skating rings. Somebody called me about that, too, that over half of all skating rinks across the country are now open. My local skating rink, thinking that they were allowed to reopen in Phase two, submitted a plan to DHHS for approval during Phase one. And she called me last night, and all the discussions should have brought this up, and she told me this last night. The HHS did not approve the original plan, but made comments back to her written comments on how to improve it. So she made those changes resubmitted to the HHS, who then approved the plan. So DHHS approve her plan to re open during phase one, thinking that skating rinks would be reopened during Phase two. However, day changes did make it clear that it was the governor who had ultimately approved reopening skating rings. So a question you might ask is, Well, this plan was approved. The skating rink in my community. Uh, what about all the other ones across the state? Well, skating rinks don't have any official organization they didn't prior to covert 19. Since the advent of a lot of skating rinks being shut down in our state in other states, they have banded together, still have informed an official association, but they're conducting zoom calls weekly. They're exchanging best practices across themselves, here not only North Carolina, but they're also inviting input from other rinks across the nation to share best practices in some of those Back Crest. Best practices were also included in the DHHS, so actually, they've been going on during Phase one and Phase two, the committee. Yesterday I was asked what the X what experts think about reopening these facilities, that I have a doctor that could come and talk to the committee? I said I did not Well again. Someone listening to the call last night suggested I go. Ah, look at this research article, which is called From hair salons to Jim's. It's interesting to note that what we're trying to reopen with this bill are ranked less risky and some other areas that we've already opened up so they're less risky than churches, pools and restaurants. So I hope that answers the gentleman from weeks question yesterday about what medical experts are saying al Days. So in summary, I believe that we should treat all businesses the same. We shouldn't pick winners and losers. Small business owners shouldn't be penalized because they're not the size of WalMart or lows or food line. Those companies are good companies, make no mistake, but our small entrepreneurs a good companies to their equally capable of handling cove in 19 safety precautions. Uh, but what I've learned about our attempts to reopen and what we're doing to stop the spread of the virus during the week that I've been trying to help take care of Ashley leaves me very, very concerned about where we are. I believe that my daughter was likely exposed to the virus by working at a bar that had reopened was not following appropriate public health guidance on health and safety inside of the facility, or even if it was just that she was exposed at work. Now we're probably going to have to live with some level of exposure to the virus until we get a vaccine. We all know that, but while we do, we need to make sure that at the very least, we have appropriate tracing a virus transmission and enforcement of the rules that we would implement in a bill like this, so that places that don't follow the rules and unnecessarily exposed people to the virus have to pay a consequence for having broken the rules. And it is my belief that neither of those things are in place right now that as a state we are failing to adequately trace the virus. My daughter reported her virus exposure to her boss. He is under no obligation to tell the rest of the employees at the business and has decided not to you. Nor is there any way to trace the people who were in the business on the night that she was likely exposed and tell them that they were exposed to her or others who were there that night who may have exposed her. How are we ever supposed to stop the transmission if we can't contact Trace? And if we can't shut down places that are breaking the rules and until we're able to take care of those two things, I think that continuing to reopen is just putting the cart before the horse and unnecessarily risking people's health and safety. We have to stop the spread of this virus and opening Mawr, and more is not stopping the spread. People who have toe take the money, who have to open the doors. You have to clean the facilities and even those who want to come in and enjoy those activities. But if the people in this chamber in leadership roles won't even take the most basic steps, how can we have the confidence that others will? We are elected. Officials were elected leaders, and I believe it's time for us to lead. And if we lead by example, if we do the things that are being asked by us by the public health experts, we won't have to legislate businesses reopening. We'll be able to do it on our own, or they will be able to do it on their own. And we'll be able to create an environment where people feel safe and our economy can really start again. I would ask and I would love to see. And I know that we have the supplies to see everybody on this chamber floor tomorrow wearing a mask. You take a simple step like that, and that sends a real signal to North Carolina that we're taking it seriously and we're taking the steps needed to open up the skate rinks, the bowling alleys, the fitness facilities.
