Harnett school board holds emergency meeting to discuss COVID-19
The Harnett County school board holds an emergency meeting to address COVID-19 safety protocols. It's the only major district in the area that has not enforced a mask mandate for the new school year.
Says we had 206 people that were quarantined. Um so that's kind of been consistent with what we saw during the school year last year, as we discussed on monday with regards to our protocols. I mean, any sort of mitigation strategies that we may look at as a school district, um if we are looking at requiring face covering space, shields, those sorts of things, what that does provide us an opportunity to do is to no longer have to quarantine, we know longer have to require social distancing, we don't have to require limit on naughty central visitors, um and we don't necessarily have to limit field trips or host assemblies also require with face coverings. We also, we do not have to keep students in small cohorts, we're not required to designate directions and hallways or mark doors for entrance exit. We're not we're not required to wear mask outside, were not required to keep students personal items separated, like we did, and we're not required to conduct daily screenings and temperature checks. One things that we were able to do in our relationship with the health department here in Harney County is trying to find ways to keep students in school if they are exposed to a positive. Um and so in many cases, what we required and what the guidance requires us to do is to have seating charts in our classrooms as well as on our school buses, so that we may be able to detect covid positives within a six ft radius in certain cases. Um, so that we may not have to take an entire classroom out, but we can kind of detect where the positive was within that particular radius. And so mr ross and his staff have been very accommodating with us um to be able to assist them in contact tracing, which has really helped us to have more quarantines in our district throughout the last 18 months in positive cases. And so we've done a very good job of trying to mitigate code spread inside of our buildings. And so those are most recent updates that we have from the north Carolina health human services to Okay, thank you Mr um understand that. I am not saying that I believe or not believed mass work or don't work. That's not what it's about. Is simply that with the governor's tool kit that we put out. Yes, he did not. And for those of you who have seen the emails were not in violation by having mass. That is not to kids, there's that we can have mask off what we run into a bind even though that's it, is that is what you just heard about the way the protocols are with the quarantine. Um and that is the reason that I have called emergency meeting today was simply that I wanted to make sure that each board member understood. Well we were at the scene and with the covid, the toolkit making us quarantine people that are not matt wearing that. To me is why don't you just make the mask mandate if you're gonna do it, put that in the toolkit, makes the mask mandate from the governor of the story. Um you essentially, you're telling us that if you want to operate schools, then we have to do that and without having allowing us to have remote learning and for those of you who have emailed about that, it's not it's not the district's decision. We don't have the ability to make do remote. Um so With those two things I want everybody to understand. That's why we call a meeting today. And this is what being one of the hardest things I've been on the board five years and this is one of the hardest things we've come up with so far that I hadn't played Mr Goff, you had section Yes, as mr jaggers scene, I want to find each and every one of you for your input. I will thank you for Yeah, today, to our meeting the ones of you who are here. I understand why we're here, but I can tell you from my point of view, the governor has almost made it impossible for us not to do a masked man because he wanted to take the heat off of himself because he knew that if he did like he did the last time that it would come back on him. Well now it's gonna come back on this. Mhm. Yesterday I received character assassination on facebook from some liberals mudslinging telling lives and they were allies every one of them don't appreciate. I got support calls from parents last night in my district. I put of the people that called me last night was inside of them and leaving it like it was the parents told me let us make the choice for our Children. It's not your place to make the choice for our Children Regardless. One of them said enough of our freedoms taking a one over the past year. This is free country. We're supposed to abide by the constitution of the United States and we do not need to lose any more of our free. I agree with that 100 mask. Let's talk about masks for a minute. I have a health professional here on my email that has done numerous research on mass. She said there's no proof mass work because the spores in the mask are big enough that lets the virus sleep in. Even if you have a mask on how the gentleman used to manufacture made us call me. That told me the same thing. He said the scores that allow the virus to come in the delta very to come in because it's so small. The bacteria that's built up inside of these masks when you wear them all day long. Can you imagine the bacteria mess that you're breathing in and out when you've got those mascot and that just don't make any sense to me and that's one way it works with some bob she studied with not. She says also that the dark numerous doctors who I work alongside as we support the country's health through education also support unmasking our Children. As many teachers can tell you, especially in elementary school, most kids are not wearing masks in a way that would make it in any way affect. Okay. And I believe that. I mean I know those little kids are gonna costly big player with the masks that are going to keep them on the face. I mean our with fools or watch ball. Let's use a little bit of common sense on this stuff. I know what the facts say the the science is all over to make you know that oh, All of a sudden you can get it with mask on or you take two Nations, you're still getting the COVID-19 virus. Uh now you're gonna get a booster shot. Uh, who's The booster shot? You're still not gonna get COVID-19 virus. Oh, like I said in district side, I promised my people what I would do. And so therefore I'm telling you that I will not support any type of mass mandate five Horn A Countersuit. I'm sure Mr Clintons. This chair. Mm Two major concerns. I have masking. The first one is if we're going to do a mask needs to be properly masking paper masks are in the tool kit is very specific when it states that they should be cloth masks. It also states that in have any mandate schools should provide them. If the child forgot now we do still have covid dollars. That could be enough. That could be something we paper man far not what you need. Uh huh In favor of the mask mandate. I wasn't in a day and I wasn't at the beginning of the month. Okay. And I do not support it now. However, if we have this and it does pass our board today, we do need to very strongly to look at the scenarios where people do not to wear masks. Folks think that the mask mandate would mean that you wear them the entire time. You're in school and if we adopt what is listed in the tomb getting would not be every minute. Every second you're in school. There are a series of times locations in places where masks are requested to be removed. Our teachers would need to be shown that information they will need to be educated on foreign language activity on english as a second language activity on Children and have hearing these four, hearing from parents have visual impairments and of course our students that are in our special needs session. All right, Children may or may not. So there's lots of areas that we do have to discuss further. Again, I'm still in favor of option will vote for option but in the event as fast as we will have to have information to go out to our Children and our staff and our parents, his parents will need to know this very specifically toolkit is the basis it is online. You can go in the Governor's office has, you can also go to what's what part of health, human services website we found them. While I don't agree with the majority of science any yeah, do agree that if each individual person wishes to follow this. I think that's a better idea. So mandated let the Children have your parents do their because the parents job and raised commission Chairman, You thank you. Mr Powell. Thank you. Mr Thank you. Mr Chairman. Good morning and thank all of you for Mhm Yeah, I appreciate all the emails that we received. Both pro and con appreciate both. Most people being very respectful. Most females very respectful. Mhm. Both programs on both sides of the issue and I'll be honest is should just tough because uh I support freedom of, you know, I do not support masked men, I will send a majority, but the 41 vote and so forth and I support my parents choice stood for but this is on a ranch in the monkey works, monkey wrench in the works and so forth, particularly governors over 92 and so forth with the governor and the health and human services. The restriction they're putting innocent forward makes us almost impossible to open schools and such uh words, uh, we heard what about the Fleming was telling us about the man that options under the mandate, uh, how we're going to open schools, the obvious people out because of. So it's just a tough situation and so forth. I don't want to keep shoots in school and keep schools open. We are having a staffing issues, not just under quarantine, but also, uh, this current administration in Washington, I think people not work. We're now having trouble getting such. She said for dad compound to our situation that we've got. So I think sometimes it's just a tough, tough situation for almost get my time. Listen, thanks. Yeah. Okay. What everybody knows the way to me. I taught school for 38 years. I've been running boards for 16 years. I love people, I loved you. And from my viewpoint, the best thing we can do is to let them were made. No, it's been said that leave it to the parents and I totally agree with that. But haven't been in education as many years as I've been in there. I know there's a population of parents that do not do their due, they will send those cheers. I had my girlfriend taught school and she said she had Children in her room. They would have small Children that would come to school with no kind of close just getting out of the bed and she went to visit those Children and she said the conditions that they come from is despicable. If you've got a child that's not being safe if they're not being safe and then then I can make your childs and because they're coming out there and we don't know where they're coming from. I'm just looking at it from the standpoint of safety and one of our number one goes in the school system is to keep your Children safe. Now I'm not sure what everything they put out with the CDC scientists put out. It's true and I'm not sure they even know if all the whole truth is but I'm just saying to era if we're gonna care we should err on the side of safety. I don't want any child to wear a mask. I've got two grandchildren but they have to wear masks when they go to school. It's just what the times has brought into our lives and I want to see and make sure that we do what is right for them because we have all kinds of Children in public schools. It's just not a certain population of Children and some parents we could leave it up to and it would be wonderful. But there's a population that we can't do that. So definitely that's why I have been so adamant about trying to keep every child. Um I think that's about it because I've seen department on the yeah thank you. Mhm. Um Is there any more discussion anybody? Anything else anybody left out than say before coffee? Um, man is I do have a common, it's not necessarily about the for science or the mask. It's much more about the media's attempt to you serve the boards actions. We have had tremendous amount of negative press uh from all forms of media, it might be print, it might be television. I haven't heard anything on the radio, but I don't listen to the radio and that was never the intent, oh, freedom of speech and freedom of the press. Uh we are elected to make decisions that we think are best for our school system and the media and quite honestly, the governor's office are trying to show us in a negative light and that's really conservative to me. Um many of you have already read that I did have a conversation earlier in the week with the done daily record and yesterday with do be Arial news and I will say that they nearly got it right nearly. Uh huh. But you know, every action can be twisted to create a different story. Um and that I think is what is continuing to happen to the heart of county school system with our vote to not require men. I did see an image this week where the surrounding counties are in red and Harnett County is in yellow showing that we are the only surrounding county that didn't vote for the mandate. Quite honestly, that just shows me that we are independent thinkers and the majority of our counties are not independent. With all due respect to my colleagues who are elected school board members and other counties. I will not be one cow. Tell the governor to the news and observer or W. O. R. L. D. S. Mr Chairman. Thank you for a I have one more comment. A lot of parents called to ask about lunch room. Each you can't wear a mess. You have all those Children and what are we doing about? Mhm. So I'll Mhm. Your question Mr White, but I think it's been out of school by school basis. Some kids will rotate through and then if there are a lot, if they're able to space, they would use the cafeteria. That is correct. Is there any eating in your classroom now? So I think it's from Matthew's we've discussed, it's a school by school decision between the principal cafeteria manager as to what best works in their sights. Some of our facilities can handle classroom eating in the classroom a lot easier than others. Uh So it'll be it right now. It's a combination that we may go back and revisit this if things worsened. But right now it's a building by building decision kind of lifted. Okay. One other thing I had, it was suggesting that people have been calling me and I know we're doing this, but I'm going to put it out. She said, please say she wants the principle of his destiny and I'm sure we do to check room before those Children come in and see that they're seated capacity is in the best position because I couldn't resist taking out a whole tables, all unnecessary items in the classroom so that you could space them because and since we've we've been able to add some things back in the rooms, kind of teachers belongings and bookcases and all because with the guidance being the three ft instead of the six and all, so we're still attempting to maintain the three ft, we have taken up all the six ft signs that were on the floors and what about what what they call it? An elementary students when they group them together is hard I think. Well they are but they're still trying to keep them at least three ft apart. Now that's still even regardless of mask or not even in a classroom right now, we're it's still a struggle to completely be back to normal because we're trying to keep some space in there. They're trying to get back to normal as much as possible. Um You kids shouldn't be shoulder to shoulder if at all possible. I did go to Lafayette last week and kindergarten class, one of our new the disk And they are following three ft they are making sure that there's three ft around the desk and not three ft from the sea. So they're being very very specific, at least at Lafayette School. Okay, I got one more card all. Uh huh. Going along with what Mr Lemon says, I'm not fond of somebody trying to building me. I will not be bullied into making a decision that I don't believe just because the ultra liberal media thinks that we're terrible people because we have not during the mass man and that's constantly slight over. Okay. And mhm ba Harnett County, just long world will so be it. I will not be bullied by those things. I will not be bullied by the gun or anybody. That's just me. Thank you. Your emotion that stated, could you elaborate a little bit more of that as far as like the one week and then uh take a week by week, received a mandate at any time should Mr Powell, you know, is very hard for me to to vote to mandatory. Yeah. The only reason I called this commercial meetings because of the protocols in the tool kit and our recent number of staff. Right by that protocol that are perfectly healthy. Um it would I would want if that well to be look at every day, as far as how the numbers are going water. We're at the thing. Um I would I would encourage the Superintendent to be in touch with whoever he has to be. I want us to bring back remote learning. I want to be able to do that that way when you do make people who do not want to be in the building Canada remotely called. I think that is a fair way of doing. I certainly respect anybody who does not want to vote for. I understand be madly, but thank you Mr Matthews kidding. Where we at as far as getting all the really halos and, and you know, I know there's an ordering thing, you know, as, as with most, most products these days, they've been on backorder, we have received a few, they've started installation, I want to say in Boone trail elementary, so we are beginning to get what we've received uh, installed and so that of course will be an ongoing process and we'll get them in as quickly as we get this as quickly as they arrive, we'll get them installed for that is the last name here. I do not understand. What I just talked about is is really hailing this air purifying system that you put in the H V A C systems and um, the technology is there that it releases some kind of thing. Uh, it's an organization organization process where that it purifies the air of constantly. Um, I find I put one in my home and we've, we've done very well. Um, my understanding the technology is that if somebody calls the speaks or something in German come out, it kills them all within three ft. That's what they claim we did testing on some schools and the numbers were just a lot better. So we are pushing to get these installed to help with the air quality of students sitting in classrooms and buildings and everything. Um So unless there's any more discussion, I have one. When you said one week I kind of think that I'm not against going back and if I said two weeks ago I said let's address this thing constantly to see where we are, you know with the virus even. But I think one week now, you know this is just my feeling, I think one week is a small period of time at least, you know at least. Well I said that we would, I think the way I phrased the motion correctly from home is that it would be assessed. Okay. I said yeah, so in other words not a long term necessarily think it could be, we'll lose with any if dr Fleming in the numbers and we see that the medical opinion I got was not from the doctor about the new delta variant was that it would be a short run. Of course, I I think in europe, they found out that it did, it ran a certain amount of period of any kind of phased out and that's what I'm hoping is going to happen here is that that delta barrier is going to slow to get on out and mr and I can just clarify because I want to make sure the expectation of me is clear to on that. The way I see this in a bit is being able to get into school. Now, we know if someone's quarantined today, that's or or if someone's exposed today will say, and they become positive, um, and they're reported on the dashboard the next time we updated, you know, there's a little bit of a run there. So if we all, if we all wear masks this week, we can't tell you friday if anything happened or not really. It might take another week to see that. But I think where my mind sort is on this is we need to get school open and as of right now we're really struggling with substitutes were struggling with, um, just not having the staff to safely have our kids in school, have them fed. And what I think is very important to have our schools clean. Um, and you know, it might take a week or two to kind of see where I guess it's like a benchmark, where are we going to be at the normal week with wearing masks, I think then you take a week at some point and say, okay, it looks like with our, with our positive levels, we are able to, you know, operate the school district with the number of staff we have and with a certain number that may be out because they're positive once we feel comfortable that go with mask optional. And then again, kind of benchmark that against with masks and that will give us an idea of kind of where we're at. Again, I'll go back, it's not so much about wear a mask or not wearing a mask, it's when a kid is positive and we know it doesn't matter if we wear a mask or not, we're going to have positive kids and adults in our schools. That's just the way it is. I think the question comes down to When one kid or adult is positive, would we rather have that one adult kids out of school Or 20 or 30 or 40 or in the case of the bus situation, we had a summer school, 50 kids or 40 upper forties out of school missing, uh, missing that face to face instruction. Uh, we don't have remote teachers so they can't just sign on to google meet. Certainly teachers can send some work home, but um, that's what concerns me is our students have already had a hard time over this. Uh we tried to catch up with summer school and again with the bus situation, you have kids missing two weeks of summer school because of it. And so that's what concerns me is not. So what we know we're gonna have positive cases, But I'd rather have one adult or one kid or two adults and two kids out of the building than 30 and 40 and 50 and or a whole school for that, which I hope regardless of better get to that point. That's probably what keeps me up at night. I don't want to wear a mask. I'm very much pro uh as your super very much pro option. Uh parents have a choice on how to educate for china. They have a lot of choices but I I am very concerned um when it comes to losing a whole child nutrition staff looting a custodial team, we have school administrators that are out we will be opening some you know some schools with without some administration and so I just am very concerned with that aspect of losing multiple individuals. five today is one of nobody wants to thank you a pretty amazing I don't want but I know people friends of mine that have passed, they're no longer here and I don't want to be one of those and I don't want my friends and Children there people around and that's why I'm sitting up here all mashed up to date. But I don't know I'm doing something but I'm just doing it because I think that's what's right for less at this time to keep our people and especially our Children who can't force for themselves, I want to be divorced as about being talked about all my life to do what is right 1, 1 more time mr Chair. Uh huh a little bit on for Mr Bennett said I agree with her to a certain extent about nobody wants to wear masks but I believe some people do want to wear a mask all the time. It's becoming one form you see them driving down the road with your mask on, they don't take it off and they they've got it on when they go in the building they got it on. I think they love to wear a mask. I don't know whether it's a sense of security or they just don't want to be seen. Don't want somebody to know who that all or whatever. But I guess she lives if you go into a restaurant you know there's Maybe 100 people in there it will be take your mask off the Kenny Wilmont. How many of you here has been a wall more a wall more somewhere or to several 100 people in that and you got a few with mask on, majority of them don't have mascot but they won't the wall more and walk around for an hour. Uh And I also question the accuracy of the test use oh I just don't believe I've heard people to have told me that they went one day and the tennis came back nick they went in a couple more days test came back positive some of them went as many as three times. And the tests changed every time they went and we'll test so how after how much dependence can we put on what we're getting back as far as the actress with the taste? Uh this latest false thank you. But two, there is a population of people that I like me I wear a mask when I could while I go to walmart when I had to get Early in the morning at 7:30 AM. So there are a lot of people here. I don't go out to eat. So there are a lot of people that have changed their lives because of what we have been told and what I have seen down in front of the virus. There are a lot of people that have, so you get some as you go ahead with the painters sometimes they're going to be very responsible going to do what's right by that you but then some parents are not for whatever reason it is. I've been to school, I've seen scooper and I don't know as much as some of my co workers, the I'm not co workers. Some of my friends did, they taught school with the little chief. They would tell me about the problem that they had those little Children where the parents weren't doing what they were supposed to do. So we are on the board if we ask people for your vote, whispers b uh service and everybody out you our population until and dr funding understand we have several teachers out now, correct? We do some may be back by monday, certainly some won't, but that is correct. And Mr Wyatt for her exact numbers here because I know some of these are students and some are adults, but what's our staff on quarantine positive and I'm quarantined now. So you just met. Thank you, Sir. 14. So we have 103 that are quarantined and of staff that are 18. Our staff that have been exposed, the rest of students is Wednesday to dr Fleming. Can you? Yeah, clarify, what will the masks do to keep our teachers in the building? So if, if two individuals, this is again not a belief that this is just coming from the tool. If that's what I'm looking for, I wanted you to clarify what the tool. So if you use an example of a Two adults, teachers and do whatever. If both of them are wearing a mask, one is positive and they have to get tested positive and there's positive, they have to leave the building for 10 days. I believe the other individual does not have to leave working. If those same two and one has a mask, one doesn't, they told her. And so or anyone, um, that that person has been in contact with. And so that is where the numbers add up, it's not so much to people together, it's a group of students and faculty meeting, it would be a group of, um, uhh, a teacher and students or teachers to and students. That's where the numbers start dividing where if everyone had the mask. it's just the individual. Am I saying that, correct? Sure. And also we have to take into consideration the toolkit is vaccination status it as well. So it may be you have one person that is it two people that are vast or vaccinated, that, you know, certainly keeps them probably in a position to be able to continue working, that sort of thing. Um And so we were constantly looking at how that would affect our staff over time. And we had a pretty good meeting yesterday to be able to see where we are that way in the district. Last year we did a survey, just an optional survey, just to be able to see how many of our staff members were vaccinated so that we can have an idea and that's something that we may look at doing um this school year. Just to be able to kind of figure out how to best strategize keeping people in the that does play back. Okay. I think we're about ready for the vote here. Um Michelin is in Chicago three. I. Mhm. Very much again, putting last kids. I'm simply looking at way the governor has done the toolkit and when I cast my vote today, it can be based on what are being forced to do today because of the toolkit and trying to keep kids in school Miss Van your blood, Please. My biggest act for for what may be. Oh, time. Like you said in mind, we're going, let's say almost David. See what happens with this virus and making a comeback. Mr Powell. We both today, Bruce Mr, Chairman of in the same boat as you are strongly disapprove of mandates life was volunteers hands. Being forced by the governor and therefore I originally voted right. Mr lin, quote of the day asks or not. Superman masks still protect the way they b run up the flagpole to do. It's not a way on a school system with the vaccinations that are our teachers and with the separations that we have the sufficient MR. Chair. Thank you God, I'll just say it and break No. Uh huh. As I said before, my vote is coming based simply on being able to keep the kids in school and the staffing and that we assess this. Daily Chairman votes high 3, 2 vote affirmative. The motion carries. Moving on to the middle school Athletic elegance. Heard that? Yes, Chairman Jaggers Members. Well, first off, uh, I do appreciate Chairman Jericho's allowed me to bring this to you this morning. Uh since we did have this emergency called meeting. Um, I have received a request from our middle school principals concerning eligibility requirements for participating in athletics for this fall semester. As you know, there are certain requirements that are student athletes have to meet in order to be eligible to participate. Uh, two of those being academic and attendance. Uh, as you know, last year with the situation, we went through that, we've discussed quite a bit this morning in remote learning, uh we had a number of students who were not able to meet, especially attendance requirements. Uh you know, not signed on, could be verified that they had signed on to the computer and so on and so forth. So what I work our middle school principals have discovered is they have a number of Children that would not be able to participate in athletics and they have requested uh they be granted a hardship to allow uh for the only the fall semester for all of our middle school students to be eligible to participate in athletics. In other words, to wave those eligibility requirements, I reached out to Mr Burke Jenkins with D. P. I. Uh have a truck of his reply to my email in in your packet, basically it is, he did confirm that it is a decision that the local district can make uh to grant that hardship that our principles have requested. And he also put the put the section from the guidelines of the middle school sports manual, in which basically says in response to request the principal of the school to set aside the effect of any eligibility rules upon the individual student. If in the opinion of the district for the board. The rule fails to accomplish the purpose for which the rule is intended or when the rule works undue hardship upon the students and I know our goal is to get back to what we would consider as close to rule as we could. Uh And it's the principles feeling and mine as well, that by enforcing these eligibility requirements with the conditions that are shoot athletes space last year, it would create undue additional undue hardship them. Uh So it's been my recommendation that you grant the Harvard Chip requests are middle school principals have requested for academic and attendance eligibility based on last year for the fall semester. Hopefully if we get back in school, like we're planning to that, then those could be, those requirements would be in place for the spring semester. Uh And that's my recommendation and request this point. The chairman motions were part of this reports, our second any further discussion. What I understand, absentees do not accept grades if they don't have to point out, that's the minimum requirement. Right. Uh Well there's certain to have to pass so many core subjects and then later, so it's a number of courses and it's just the promise of the middle to correct the middle schools. And one of the difference between million high school, the high school Athletic Association has put in place some uh huh guidance to help students through their middle school through their summer school participation. Uh D. P. I does not recognize summer school work to meet eligibility requirements for middle school students, so either they got it last spring before they did. I have a little bit of change for moving through athletics eligibility requirements. I can speak on this and understand the requirements. Attendance. Why? Oh great wise and so forth. I can support the attendance part with all the turmoil went on last year. So that certainly can understand waving that I would be in favor of waiting. That can I uh support the great. Yes. Think they should as unscrupulous before a few degrees serious about participating in play. I've always stressed my teams so forth through the grades, good attendance, good attitudes and uh I just can't support a great my stuff. I understand and I would I would uh if I would I could throw one more thing uh as you know, Mr Powell. Sixth graders automatically edged eligible to participate if they have promoted to the 6th grade from the 50. And so this request would essentially do the same. If they were promoted from 6 to 7 so all of our sixth graders will be elsewhere. But what this would be if they were promoted from 6-7 for 7-8 then they would be eligible. Okay, thank you. So would be, you know, but they may not have past all of those particular courses. New disruptive, you have a question mark. Uh so what would it be possible for us to create uh eliminate one of those off obviously. Sure. Yeah you could you could just you could just eliminate attendance and they still have to go by the others. Yeah.
