CLAYTON, N.C. — An arrest has been made in the case of a hit-and-run that left a mother injured after being struck by a vehicle while trick-or-treating with her children in Clayton on Halloween.
Kathryn Turnbull, 42, was out trick-or-treating on Mulberry Banks Drive, off Glen Laurel Road, with her children when she was struck by a vehicle, which then left the scene.

Turnbull's husband was devastated to learn the suspect, 60-year-old Cecelia Morales, was charged, not only with felony hit-and-run – but also driving while drunk.

He says the idea of someone driving drunk on Halloween, a night when children are at-risk on those dark roads, is something he can't accept.

When police arrived, they found Turnbull bloodied and sitting on the side of the road with her two daughters, according to the incident report. Police say she was hit by a car so forcefully she was thrown into the woods.

After a search for the car that hit her, police arrested Morales. Hours later, her blood alcohol level was .19, more than twice the legal limit.

Talking about the charges, Turnbull's husband became emotional, saying he couldn't understand how someone could choose to drink and drive on Halloween.

Police said Turnbull was taken to the hospital, but her injuries were said to be non-life-threatening. Neither of the two children, both under the age of 10, were hit nor injured.

According to her family, she is recovering.

A dangerous stretch of road

Turnbull's husband told WRAL News t’s a very dark street and people tend speed a lot, especially in the straightaway.

Darrick Johnson, who lives near Turnbull, says he wasn't surprised to hear an accident happened in this area. He says drivers are constantly speeding through the neighborhood.

"We’ve talked about getting speed bumps and something to slow the traffic down. We’ve had hit-and-runs. We’ve had mailboxes knocked down," he said. "So it’s just sad and tragic."

Neighbors say they're sure the community will find a way to support the family on the road to recovery.

"We’ve got a good, tight-knit community," he said. "So when stuff like this happens, everybody comes together and helps the families out."

WRAL News reached out to the driver, Cecelia Morales, but haven't heard back.

Investigators say she was taken to the Johnston County jail on $40,000 secured bond.
