Charge: Cary mom allowed boyfriend to abuse daughter

According to arrest documents, Kylie Morgan Hamilton, 27, "willfully allowed her daughter to be abused" by her live-in boyfriend.

CARY, N.C. — Police say a Cary mom allowed her boyfriend to abuse her 4-year-old daughter, and now both adults are facing criminal charges.
Ronald Bruce Frazier Jr., 27, was arrested after he brought the child to the emergency room at WakeMed. A nurse there called police.

According to paperwork connected to Frazier's arrest, the girl had skull fractures, bruises and indications that she had been the victim of a sexual assault.

Frazier was charged with attempted first-degree murder and felony child abuse. In an interview at the hospital, he denied causing the child's injuries.

Frazier was living with the child's mother, Kylie Morgan Hamilton, 27, on Clancy Circle in Cary, according to the warrants for their arrests.

Hamilton "willfully allowed her daughter to be abused by Frazier," according to arrest documents. Hamilton described for police instances in which she saw Frazier hit the child and yell at her.

Neighbors said the family only moved in a few months ago.

"The first night the little girl did talk, she wanted to be held and she hugged me and told me her name," said Jackie Forry, a neighbor.

But since that time, Forry said the family has kept their distance.

"The little girl would see me and she would want to run to me and they would stop her. They never let me talk to her again," she said.

Frazier was being held Sunday at the Wake County Public Safety Center. He also faces charges of assault on a female and felony assault by strangulation in connection with a separate incident. Authorities did not say who the victim was in that attack.

Authorities said he faces life in prison without parole if convicted.
