RALEIGH, N.C. — A briefcase found outside the State Capitol Wednesday morning caused a flurry of activity before police determined it didn't pose a threat.

The black briefcase was found at about 9 a.m. near the intersection of Fayetteville and Morgan streets. Bomb-sniffing dogs were brought in to assist in the investigation but found nothing, said Jill Warren Lucas, spokeswoman for the state Department of Administration.

“It appears to be have forgotten or abandoned,” Lucas said.
