RAEFORD, N.C. — A Fort Bragg soldier has been charged with starving two dogs, authorities said Monday.

Benjamin James Neuman, 32, of 169 Cavalier Drive in Raeford, was arrested last Wednesday on charges of cruelty to animals, killing an animal by starvation, child abuse and contributing to the delinquency of a juvenile. Hoke County deputies turned him over to Fort Bragg authorities.

Deputies found one dog dead and a second one starving when responding to an animal cruelty report at Neuman's home last month, authorities said. They also found a 6-year-old girl in the home to be undernourished and living in unsanitary conditions, authorities said.

The child was placed in the custody of the Hoke County Department of Social Services.
