Thousands of Department of Health and Human Services employees in Raleigh, including on the Dorothea Dix campus, would be moved to a new campus in Granville County.
DHHS also would have to make steep cuts in administrative staff and costs.
The Department of Environmental Quality would have to pay rent to the state for its offices.
Vidant Medical Center in Greenville would lose its longstanding exemption from fees owed to the state as the teaching hospital for the Brody School of Medicine at East Carolina University. Elsewhere Wednesday, House Speaker Tim Moore pulled the override vote on a vetoed abortion bill off the floor calendar for a ninth time but set a date certain for the vote on June 5.
