Despite plenty of speculation about a Monday night vote, the House once again put off an attempt to override Gov. Roy Cooper's veto of an abortion bill.
The bill would make it a felony for a doctor not to provide care for an infant that survives an attempted abortion. But it comes amid a flurry of stricter abortion regulations adopted in other states.

House Democrats so feared not having enough votes to stave off an override vote that Rep. Sydney Batch, D-Wake, showed up for Monday night's session two weeks after cancer surgery. Republicans need three-fifths of House members present and voting to accomplish an override, which means they play a daily numbers game. They need to persuade seven Democrats to vote with them, wait for a day when a lot of Democrats are absent – or some combination of those two.
Things that did happen Monday: The Senate passed a package of tax changes, including a rollback of the state's franchise tax that would save businesses millions of dollars, as well as a measure to allow craft brewers to sell more of their beer without having to go through a wholesale distributor.
Also, a legislative oversight panel reviewed a report on why Hurricane Matthew recovery funding has been so slow getting to people who need it. The report recommended that North Carolina have a permanent disaster recovery office.
